MEMBER INFORMATION HANDBOOK 2009/10

Welcome and thank you for registering to be a part of the all new FFA/FQ affiliated FUTSAL Toowoomba competition. This competition is the beginning of a new journey for FUTSAL in Toowoomba and the South West Region. You are officially part of the foundation league and you should be proud to be a part of it. Most of you will have played FUTSAL in School or with Private FUTSAL providers; your experience with them will prepare you well for this inaugural competition. For those of you who don’t know the origins of the game then read on:

The termFUTSALis the international term used for the game. It is derived from the Spanish or Portuguese word for "soccer", FUTbol or FUTebol, and the French or Spanish root word for "indoor" or "room", SALon or Salle or SALa. Taken literally, Futbol means 'foot and ball' (i.e. playing outdoors) andFUTSALindicates 'Futbol in room' (i.e. playing indoors).
FUTSAL is played with rules similar to soccer, with a soccer ball filled with foam to deaden the bounce.
FUTSAL is the internationally recognized, FIFA authorized version of Indoor Soccer.

FUTSAL South West Queensland

Our thanks are extended to FUTSAL South West Queensland who have been instrumental in supporting the formation of FUTSAL Toowoomba. FUTSAL South West Queensland will be responsible for coordinating the representative program.

FUTSAL South West Queensland intends to coordinate FUTSAL centres across the whole South West Region over the coming years. This will provide the region with tremendous opportunities for inter CA and club carnivals and competitions. It remains the intent to offer a full program of FUTSAL competitions in Men’s,Women’s, Boys, and Girls and Masters age groups.

FUTSAL TOOWOOMBA MATCH FEES

FUTSAL Toowoomba are committed to offering the most competitive match fee structure possible, these fees are intended to cover all operating costs.

All age groups - $30 per team per game

or

Game fees can be paid in full at a cost of $450 per team for the full season.

If you choose to pay game fees weekly yourfees must be paid in full before the game. Your team manager is to pay the Centre Manager.

ALL FEES ARE PAID IN ADVANCE TO THE CENTRE MANAGER

WARNING – IMPORTANT INFORMATION REGARDING NO SHOW/FORFEIT

FUTSAL Toowoomba have contracted to the venue and as such must pay for the time that the venue is booked for. In the event that a team forfeits or does not show, then the $30 team fee must still be paid to cover the court booking fee. This constraint is regardless of any excuses presented by the team that does not show.

Player injury insurance is covered by the Football Queensland Insurance Program underwritten by JLT Sport.

GAMES

All Games are 40 minutes in length

Each game has a 2 min half time break.

Due to the tight timelines associated with the draw, it is imperative that the nextgame commences on schedule. Please be ready to start on time.

FUTSAL PLAYING EQUIPMENT

Each team is responsible for organizing their own playing strips; each team member must wear the same strip. It is imperative that non marking FUTSAL shoes are worn. Any player using black soled shoes will be removed from the court. Various outlets sell FUTSAL shoes in Toowoomba.

In the event that a team has a colour clash, then the first named team on the draw will wear a bib for the duration of the game. The decision to wear a bib will be at the discretion of the match referee.Bibs are available from the Centre Manager.

COMPETITION FORMAT

The FUTSAL Toowoomba competition will operate over 15 weeks commencing in October and culminating with a final series in February 2010. The foundation competition will operate using a weekly draw.

This draw will be made available via the Football Toowoomba website and it will also be distributed directly to team managers. Any amendments to the draw will be notified by email. During the finals series teams will play off in semi-finals and finals.

DISPUTES AND PROTESTS

In the unlikely event that an incident occurs that calls into question any by-law or infringement, then the matter is to be brought to the attention of the Centre Manager on the night of the incident. The decision of the Centre Manager will be determined by due consideration and in accordance with the Rules of the Competition or By-Laws. Should any further action be necessary then teams may utilize the South West Queensland Zone informal complaints procedure. This form may be downloaded from and submitted to the FUTSAL Toowoomba Secretary.

FUTSALVOLUNTEER PROGRAM 2009/10

FUTSAL Toowoomba in association with South West Queensland recognizes the importance of volunteers in the running of competitions and carnivals on behalf of the Football Family. It is impossible to establish this competition without the help of all players, parents and friends of Football/FUTSAL. FUTSAL Toowoomba & FUTSAL South West Queensland request that you all provide as much assistance as possible to your centre manager, and referee in order to maximize the enjoyment of the game. To nominate to become a FUTSAL volunteer, please speak with your centre manager or contact the FUTSAL Secretary at .

FUTSAL PHOTOGRAPHIC ENDORSEMENT

It is the intention of FUTSALToowoomba and FUTSAL South West Queensland to employ the services of photographers to assist in the marketing and media component of the game. By entering into the competition it is assessed that all players/parents consent to the use of photographic material to be used in support of game development across all media and print. Any person who does not wish to be photographed or have any photographic images utilized in support of the games development is required to notify the Centre Manager whenever an authorized FUTSAL photographer is present at the venue. Photographic authorization forms will be filled in during the registration process.

WORKING WITH CHILDREN – BLUE CARD

Under the guidelines issued by the Commission for Child Protection, all Centre Managers and Referees (Over the age of 16) are required to possess a Blue Card. Possession of Blue cards is also mandatory for each Team Manager (Unless the team manager has a child in the team) All team managers are required to register their application for a Blue Card immediately. STATE SELECTION PROCESS

Subject to Football Queensland’s direction, FQ/FFA registered players playing in a registered competition can participate in the Futsal trials and selections in October for the state team to go to the National Futsal Championships to be held in Canberra from 11-15th January 2010.

FORMAT OF COMPETITION

  • All games are played under the FIFA FUTSAL Rule book, unless stated below.
  • Games will consist of two 20minute halves with a 2 minute half time.
  • Points scoring: 3 points for a win
  • 1 point for a draw
  • 3 points for a forfeit (average of forfeiting teams goals – 3-0)
  • If teams are equal on points after round robin games the team with the highest goals for will be placed first, if teams still equal the teams with the least amount of goals against will be placed first, if still equal teams with the least amount of disciplinary cards will be placed first. If after these avenues have been exhausted, teams are still equal, previous results between the equal teams will be considered with the team with the highest wins (or if still equal, highest amount of combined goals) will be deemed first place.
  • For semi finals and grand finals a 10minute sudden death period will commence, with the first team that scores being declared the winner. If there is still no winner a penalty shoot out will be conducted under rules laid down in the Futsal rule book.
  • Disciplinary cards –
  • 2 yellow cards = Automatic suspension of one match.
  • 1 Red card = Automatic suspension of 1 match pending referee’s report
  • 2 Red cards during Season = Automatic suspension of one matchdependant upon referee’s report or appear before judiciary.
  • Teams must be in complete uniform comprising matching shorts, socks & shirts with unduplicated numbers, goalkeepers to wear a different colour from other players and the referee. Shin pads are compulsory.
  • Grand Final winners will receive individual winner medals, with runners up receiving individual medals.
  • FUTSAL Toowoomba will supply official referee for each match scheduled.
  • Each team should ideally consist of 6 players (1 substitute) to allow maximum game time. A maximum of eightplayers per team will be allowed to be nominated.

FILL IN OR BORROWED PLAYERS

  • For a match to start a team must have at least 3 players in attendance.
  • No team can borrow players from within their own aged competition.
  • If they do this the game will become a forfeit.
  • If a team borrows a player from outside of the their competition, or that has not played for any other team that player will become “registered” to that team and may not now play for any other team in that competition.
  • The match fee payment must be paid in full before the game can commence, whether it is forfeit or not.

FUTSAL RULES SIMPLIFIED.
SEASON 2009-2010
  1. The game of Futsal is played on a court.
  1. From a kick off, the ball must be played forward.
  1. A team consists of 5 players. 4 court players and 1 goalkeeper.
  1. Unlimited "flying" substitutions. Players can re-enter the game as many times without notifying the referee, this includes the goalkeeper.
  1. There is NO offside.
  1. When the ball goes out, over the sideline, it is then placed on the sideline; it must be stationary, and kicked into the court to another player. All opposing players must be at least 5 metres from the ball.
  1. For a ball to be out of play or a goal scored, ALL of the ball must be over the line.

  1. A goal cannot be scored directly from a kick in unless it touches another player.
  1. In ALL Junior age divisions the goalkeeper cannot throw, dropkick or punt kick the ball over 2/3 of the court.
  1. Goalkeepers throw the ball from the marked goal area to restart from a goal clearance unless they have saved the ball in general play at which time they can also punt or drop kick in accordance with point 9, above.
  1. The goalkeeper has 4 seconds time limit to control the ball unless they are in the oppositions half of the court, at which they then have unlimited time.
  1. Goalkeepers are not allowed to pick up a back pass from any of their team mates.
  1. Once a goalkeeper has released the ball from their possession, they may not receive it back unless it has been over the halfway line or been touched by an opposing player.
  1. No slide tackling.
  1. The game has a 4 second time limit at kick ins, corner kick ins and free kicks.
  1. A player can score direct from a corner.
  1. Players are not allowed to play the ball whilst on the ground, except the goalkeeper who can only do so within the goal "D".
  1. Dangerous play is not allowed.
  1. The second penalty mark is 10 metres from the goal line.
  1. During the game, a referee has the option of using 2 cards; Yellow, Red.
  1. Referees have the right to warn, ask to leave or eject from the stadium, any player, official or spectator whom they feel is bringing the game into disrepute.
  1. The referee's decision is final.

Players Code of Behaviour

Players Code of

  • Play by the rules.
  • Never argue with a referee or official. If you disagree, have your captain, coach or manager approach the official during a break or after the competition. Remember the rule book states the referee is always right.
  • Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviour in any sport.
  • Work equally hard for yourself and/or your team. Your team’s performance will benefit, and so will you.
  • Be a good sport. Applaud all good plays, whether they are made by your team or the opposition.
  • Treat all participants in your sport as you like to be treated. Do not bully or take unfair advantage of another competitor.
  • Cooperate with your coach, team-mates and opponents. Without them there would be no competition.
  • Participate for your own enjoyment and benefit, not just to please parents and coaches.
  • Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion.

Parents Code of Behaviour

  • Remember that children participate in sport for their enjoyment, not yours.
  • Encourage children to participate, do not force them.
  • Focus on your child’s efforts and performance rather than whether they win or lose.
  • Encourage children to play according to the rules and to settle disagreements without resorting to hostility or violence.
  • Never ridicule or yell at a child for making a mistake or losing a competition.
  • Remember that children learn best by example. Appreciate good performance and skilful plays by all participants.
  • Support all efforts to remove verbal and physical abuse from sporting activities.
  • Respect officials’ decisions and teach children to do likewise.
  • Show appreciation for volunteer coaches, officials and administrators. Without them,your child could not participate.
  • Respect the rights, dignity and worth of every young person regardless of their. gender, ability, cultural background or religion.

Spectator Code of Behaviour

A spectator present at a Match or otherwise involved in any activity staged or sanctioned byFFA or an affiliated Member Federation, District Association or Club must:

(a) respect the decisions of Match Officials and teach children to do the same;

(b) never ridicule or unduly scold a child for making a mistake;

(c) respect the rights, dignity and worth of every person regardless of their gender,

ability, race, colour, religion, language, politics, national or ethnic origin;

(d) not use violence in any form, whether it is against other spectators, Team Officials

(including coaches), Match Officials or Players;

(e) not engage in discrimination, harassment or abuse in any form, including the use of

obscene or offensive language or gestures, the incitement of hatred or violence or

partaking in indecent or racist chanting;

(f) comply with any terms of entry of a venue, including bag inspections, prohibited and

restricted items such as flares, missiles, dangerous articles and items that have the

potential to cause injury or public nuisance;

(g) not, and must not attempt to, bring into a venue national or political flags or

emblems (except for the recognised national flags of any of the competing teams)

or offensive or inappropriate banners, whether written in English or a foreign language;

(h) not throw missiles (including on to the field of play or at other spectators) and must

not enter the field of play or its surrounds without lawful authority; and

(i) conduct themselves in a manner that enhances, rather than injures, the reputation

and goodwill of FFA and football generally.

Any person who does not comply with this Spectator Code of Behaviour or who otherwisecauses a disturbance may be evicted from a venue and banned from attending future Matches.
