An original and eight (8) copies of your Firm/Team’s Preliminary Technical Proposal (Form 48B)
and any supplemental information shall be submitted to the attention of Robert Braica, Division of
Property Management and Construction, Contracts and Procurement Unit, , 9th Floor Plan Room,P.O. Box 034, 33 West State Street, , Trenton, NJ 08625-0034, No later than 2:00 PM, October 21, 2005. Each copy must be bound separately. There is a 25 page limit to each firm’s/team’s proposal submission. A two-sided page is considered one page. Brochures and photos included with the submission will have the equivalence of one page.
Your Firm’s / Team’s Preliminary Technical Proposal submission will be evaluated using the following evaluation criteria for Stage One of the selection process. Selected firms/teams will be shortlisted for presentations/interviews prior to determining the Stage One finalists.
Firm’s /Project Team’s Organization, Diversity and Qualifications...... 30 points
Design Excellence & Past Experience on Projects of a Similar Size and Nature...... 30 points
Experience with Interdisciplinary Collaboration on Projects...... 20 points
Written Description of Team’s Design Philosophy and Approach...... 20 points

Additional criteria will be included in the Stage Two Final Proposal Submission including excellence of overall design concept in response to project brief; sustainability of overall design concept including materials and technologies; integration of design with existing elements; project implementation strategy and schedule; and project management approach including quality and cost controls.

THE DIVISION OF PROPERTY MANAGEMENT AND CONSTRUCTION (DPM&C) ON BEHALF OF THE NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION AND IN PARTNERSHIP WITH THE NEW JERSEY COUNCIL ON THE ARTS AND THE NEW JERSEY INSTITUTE OF TECHNOLGY’S SCHOOL OF ARCHITECTURE IS SOLICITING REQUESTS FOR QUALIFICATION PROPOSALS FOR MASTER PLANS AT TWO NEW URBAN STATE PARK SITES: THE GREAT FALLS STATE PARK IN PATERSON AND A BAND OF TRENTON AREA PARKS AND HISTORIC SITES, INCLUDING STACY PARK IN THE CAPITOL COMPLEX.
INDIVIDUALS, FIRMS OR TEAMS CONSISTING OF ARCHITECTS, LANDSCAPE ARCHITECTS, ENGINEERS, PLANNERS, ARTISTS, URBAN DESIGNERS AND STUDENTS ARE ELIGIBLE TO APPLY FOR A TWO STAGE, NATIONAL, OPEN COMPETITION FOR THE ABOVE REFERENCED PROJECTS. COLLABORATIONS BETWEEN DISCIPLINES ARE STRONGLY RECOMMENDED. A PROJECT BUDGET OF $20 MILLION HAS BEEN ESTABLISHED ($10 MILLION PER SITE). UP TO FIVE TEAMS OF SHORTLISTED FINALISTS FOR EACH SITE WILL RECEIVE A PROJECT DEVELOPMENT FEE OF $17,000 TO DEVELOP DETAILED DESIGN CONCEPTS FOR EVALUATION. APPLICANTS ARE ELIGIBLE TO BE CONSIDERED FOR BOTH SITES UNLESS A PREFERENCE IS INDICATED IN THE PROPOSAL. A TEAM LEADER (FIRM OR INDIVIDUAL) MUST BE DESIGNATED IN THE REQUEST FOR QUALIFICATIONS. ALL PARTICIPANTS MUST HAVE REACHED 18 YEARS OF AGE BY SEPTEMBER 30, 2005 AND BE LEGAL RESIDENTS OF THE UNITED STATES.
A PRELIMINARY TECHNICAL PROPOSAL (FORM 48B) , AN ORIGINAL AND EIGHT (8) COPIES, ARE DUE TO DPM&C NO LATER THAN 2:00 PM, OCTOBER 21, 2005 AND SHALL BE SUBMITTED TO THE ATTENTION OF ROBERT BRAICA, A/E SELECTION COORDINATOR, DIVISION OF PROPERTY MANAGEMENT & CONSTRUCTION, 33 W. STATE STREET, P.O. BOX 034, 9TH FLOOR, PLAN ROOM, TRENTON, NEW JERSEY 08625-0034. SUBMISSIONS RECEIVED AFTER THIS TIME AND DATE WILL NOT BE CONSIDERED. THERE IS A 25 PAGE LIMIT TO EACH FIRM’S/TEAM’S PRELIMINARY TECHNICAL PROPOSAL SUBMISSION.
THE PROPOSALS WILL BE REVIEWED AND EVALUATED IN TWO STAGES BY A JURY SELECTION COMMITTEE CONSISTING OF NOTED DESIGN PROFESSIONALS (STAGE ONE) AND DESIGN PROFESSIONALS AND KEY STAKEHOLDERS (STAGE TWO) FOR EACH URBAN PARK. FOR THE PRELIMINARY TECHNICAL PROPOSALS (STAGE ONE), THE JURY SELECTION COMMITTEE WILL EVALUATE THE PROPOSALS BASED UPON FIRM/TEAM’S ORGANIZATION, DIVERSITY AND QUALIFICATIONS; DEMONSTRATION OF DESIGN EXCELLENCE & PAST EXPERIENCE ON PROJECTS OF A SIMILAR SIZE AND NATURE; EXPERIENCE WITH INTERDISCIPLINARY COLLABORATION; AND TEAM’S DESIGN PHILOSOPHY AND APPROACH; ADDITIONAL CRITERIA FOR THE FINALISTS SELECTED FOR FINAL PROPOSALS (STAGE TWO) WILL INCLUDE OVERALL DESIGN CONCEPT AND APPROACH; SUSTAINABLITY OF DESIGN CONCEPT INCLUDING MATERIALS & TECHNOLOGIES; INTEGRATION OF DESIGN WITH EXISITING ELEMENTS; PROJECT IMPLEMENTATION PLAN AND SCHEDULE; MANAGEMENT APPROACH INCLUDING QUALITY AND COST CONTROLS. INTERVIEWS WILL BE HELD WITH SHORTLISTED FIRMS.
THE WINNING DESIGNERS SELECTED FOR EACH PROJECT SITE WILL BE REQUIRED TO MEET ALL STATE STATUTORY, BUSINESS AND INSURANCE REQUIREMENTS INCLUDING THE REQUIREMENTS OF P.L. 1975, C. 127 (N.J.A.C. 17:27), REGARDING NON-DISCRIMINATION REQUIREMENTS IN THE PERFORMANCE OF STATE CONTRACTS AND EXECUTIVE ORDER 134, REGARDING THE DISCLOSURE OF POLITICAL CONTRIBUTIONS.
