A88 falls to the ground out of bounds and the ball comes loose in his hands as he hits the ground. The ball never touches the ground and he regains control of the ball. The back judge rules TD. Team B’s head coach calls timeout to challenge the ruling on the field. Replay is able to slow-motion and frame-by-frame the video to confirm that A88’s right toe touches the ground in the end zone while he had possession of the ball.
  1. 3rd and 9 on the A-20. A30 carries the ball around the right end where he is hit at the A-26. He nearly goes to the ground at the A-26, but puts his hand down and stumbles to the A-28 (clearly short of the line to gain). The LJ rules A30 down at the A-26. Video shows that his knee did not touch the ground.
  1. 4th and 3 on the B-5. A’s field goal attempt is good. Kicker A2 is roughed on the play.
  1. 3rd and 10 on the B-16 at the left hash. A11 throws a pass to A81 in the back right corner of the end zone. B22 is making a play on the ball, but he grabs A81’s right arm causing A81 to attempt a one-handed catch and the pass falls incomplete.

Ruling: No touchdown. B’s ball, 1st and 10 at the A-20. Extend the period for one untimed down. The unsportsmanlike conduct foul is now treated as any other foul. The penalty is enforced according to the 3 and 1 principle. This is a foul by the offense (team in possession) during a running play, and the foul occurred behind the end of the run. Therefore, the penalty is enforced from the spot of the foul. The period is extended because there is an accepted penalty that does not include loss of down.

Ruling: No touchdown. B 1st and 10 at the A-16. Extend the period. This is the interpretation agreed to at the coordinators meeting. If the player plants his feet in the field of play and then flips into the end zone, the spot of the foul is where he planted his feet for the flip (where he takes off). It’s imperative we have the goal line covered so we can determine where the foul occurred. In this play, the R, HL and LJ should be at the goal line before the runner gets there. We will see some video at the spring clinic that will illustrate this type of play.

However, the penalty is enforced on the succeeding play because this was a flagrant personal foul. B59 is disqualified. (Rule 2-9-1, 3-1-3-g-1 and 2, 9-6-1)

Ruling: Incomplete pass. 3rd and 4 on the B-14. Clock on the snap. Replay must review the play in full speed to determine if the player completes the process of the catch. You could take a still shot of almost any play like this and it would look like a catch. A88 must maintain control of the ball while going to the ground in the process of completing the catch. The fact that the ball didn’t touch the ground is irrelevant because A88 is out of bounds. (AR 7-3-6-XIII)

Ruling: 4th and 3 at the A-26. Clock still running. The play is not reviewable because it does not involve the ball carrier’s forward progress as it relates to a first down. If A30 had stumbled on to the A-29, the play would have been reviewable. However, since it would not be a first down even if the LJ had properly marked the spot at the A-28, it is not reviewable. Side note: This type of play can, and should, be reviewed via slow-motion and still frames as to whether the runner’s knee touches the ground while he still has possession of the ball (in contrast to play #4). (Rule 12-3-3-e and AR 12-3-3-IX)

  1. 4th and 3 on the B-5. A’s field goal attempt is good. Kicker A2 is roughed on the play.

Ruling: Team A must decline the penalty to keep the three points, or they can accept the penalty and have 1st and Goal on the B-2 ½. Clock starts on the snap. Of course if they decline the penalty, they would kick off from the A-30. (Rule 10-2-5-d)

Ruling: 1st and Goal on the B-2 at the left hash. Clock on the snap. There is certainly a foul for DPI (grabbing the receiver’s arm). Since the ball was snapped inside the 17-yard line and the foul occurred in the end zone (inside the two-yard line), the penalty places the ball at the two-yard line from the previous spot, which was on the left hash.
