Our Role

The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.

The Ministry provides policy advice, and delivers social services and assistance to young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing.

We serve over a million people, working out of more than 250 centres around the country. It is likely that every New Zealander will come into contact with the Ministry at some point in their life.

Service Delivery:
We work together to make a difference for New Zealanders. Whether that’s helping someone get sorted financially so they can study, supporting someone into work, ensuring support is there for someone who can’t work, helping one of our seniors by granting their entitlement to New Zealand Superannuation, or giving New Zealanders confidence that the system they fund is being used by people in genuine need.
We do this through five key groups: Client Experience and Service Design, Client Service Delivery, Client Service Support, Community Partnerships & Programmes, and Strategy & Change. Whatever part of Service Delivery we work in, we have a role in delivering services and making a difference for more than a million clients.
Business Unit:
Strategy and Change is responsible for the development and delivery of major change programmes and projects, management of the change portfolio for Service Delivery and the development and oversight of the Welfare and Employment and Housing Investment strategies, and the service and channel strategies for Service Delivery and MSD.
Purpose of the Position:
  • The Portfolio Manager within the Project Delivery group is responsible for leading and managing Service Delivery projects and programmes. The role holder will initiate and deliver a range of projects and programmes that have been allocated to the Project Delivery group based on Service Delivery (and MSD) priorities. The Portfolio Manager may be responsible for managing multiple projects and/or programmes in parallel.

    Key Accountabilities:

Key Result Area / Accountabilities
  • Day to day management of the programmes and projects ensuring successful delivery of the new capability and services, aligned to the agreed plan.

  • Working closely with Service Delivery managers on the realisation of the benefits driven from the delivery of new capabilities and services.

  • Liaising between Service Delivery and IT in technology design and development projects.

  • Planning and designing the programme/projects and managing overall progress.

  • Managing and resolving any risks and issues that arise and initiating corrective actions as appropriate.

  • Managing the interdependencies within and between the programme/projects.

  • Managing the programme/project budget.

  • Facilitating the appointment of individuals to the project teams and managing performance.

  • Managing communications with internal and external stakeholders.

  • Reporting progress of the programme at regular intervals to Service Delivery management.

  • Provision of business and technology related advice across Service Delivery and IT

Technical/Professional Knowledge and Experience
  • Experience in leading projects and programmes of business and/or technology change.
  • Good knowledge of the techniques for planning, monitoring and controlling programmes and projects, including risk management.
  • Good knowledge of the Service Delivery business and the technology applications used to support the business
  • Experience in leading benefit realisation planning
