The first part is the continuation of PREE in an additional volunteer host economy, which is planned in 2013. PREE provides an additional volunteer economy with recommendations on how implementation of their energy efficiency action plans could be improved, considering specific conditions of the host economy.
The second part is the Follow-up PREE, which is designed to assist former PREE host economy in implementing the recommendations of the PREE review teams.
The key objective will be to assist the host economy to obtain in-depth knowledge through workshops where other economies’ experts share their expertise on how to implement the best practice recommended by review team in previous PREE for the host economy.

Project Synopsis

1.  Relevance: Why should APEC undertake this project? What problem or opportunity will the project address and why is it important?

The PREE Phase 4 responds directly to the APEC EMM9 declaration in Fukui, Japan, in which the Ministers instructed, “The EWG and APERC to keep promoting energy efficiency through the Peer Review on Energy Efficiency (PREE) and the Cooperative Energy Efficiency Design for Sustainability (CEEDS), and to consider follow-up efforts, including capacity building activities, policy research support and processes to gauge the success of member economies’ efforts to implement the recommendations of these programs”.

Under the PREE Phase 1 and 2, seven peer reviews have been conducted in New Zealand, Chile, Viet Nam, Thailand, Chinese Taipei, Peru and Malaysia. Under the PREE Phase 3, two peer reviews are underway in Indonesia and Philippine. The PREE reports have provided these economies with many valuable recommendations for promoting energy efficiency improvement through establishing goals and action plans.

At the same time, it was found that a lack of human capacity hampers implementation of some particular recommendations in some economies. In this regards, the Follow-Up PREE is designed to assist former PREE host economies in implementing the recommendations of the PREE review teams.

The continuation of PREE and Follow-Up PREE will contribute to strengthening the APEC economies’ efforts in promoting energy efficiency improvement, as envisaged by APEC Energy Ministers.

The key objectives of the APEC PREE are to: a) share information on energy efficiency performance, as well as policies and measures for energy efficiency improvement; b) explore how energy efficiency goals could be effectively formulated in each APEC economy under review, taking into account the diversity of the strategies and circumstances of individual economies; c) monitor progress toward attaining energy efficiency goals and the implementation of action plans.

The objective of Follow-Up PREE in PREE Phase 4 is to fill the gap between the implementation of energy efficiency action plans.

3.  Alignment: Describe how the project will help achieve APEC’s key priorities and meet your forum’s work-plan or medium-term plan.

In pursuit of APEC leaders’ Growth Strategy adopted at their 2010 Yokohama meeting, APEC aims to achieve five growth attributes: balanced, inclusive, sustainable, innovative and secure. Two of these directly apply to this project. For Sustainable Growth, the leaders discussed how APEC needs to promote new green industries and jobs. They cited the need to “enhance energy security and promote energy efficiency and low carbon policies”, and specifically mentioned that APEC will “employ approaches such as sharing best practices [and] conducting voluntary peer reviews.” For Innovative Growth, the leaders discussed how APEC needs to adopt policies that foster the enabling environment for innovative growth that will be increasingly crucial for future prosperity. They cited the need to “develop a skilled, adaptable, professional workforce”, and specifically mentioned that APEC will “help nurture energy efficiency experts, for example, to facilitate green economy development.” PREE will thus serve as one of the key building blocks of the APEC Growth Strategy.

4.  Methodology: How do you plan to implement the project? In this section, address:

·  Timeline: Project timelines and dates for key activities and deliverables

Under the PREE Phase 4, one peer review will be conducted in 2013 (several economies are interested in hosting PREE in the future).Deliverables of PREE will include a Peer Review Report on Energy Efficiency for the host economies, which will include identification of barriers to the effective implementation of the action plans and the recommendations for overcoming the barriers. The report will cover a variety of issues such as institutional framework, goals and strategy, data collection and monitoring, policy measure in industries, power, transportation, residential and commercial sectors and R&D. Peer Review Reports will be presented to EWG members for their consideration at the next EWG meeting after they are prepared.

Follow-up PREE is planned. Deliverables of the Follow-Up PREE will be a workshop report on how to effectively report acceptable recommendations in the previous PREE. A workshop report will be presented to EWG members for their consideration at the next EWG meeting after it is prepared.

·  Stakeholders: Beneficiaries and stakeholders (APEC & non-APEC) and how they will be engaged

APEC economy policy-makers and government officials responsible for energy policy will be the direct beneficiaries. Indirectly, businesses and consumers will benefit from the lower costs that improved energy efficiency will provide, while everyone will benefit from improved energy security and preservation of energy.

A range of people knowledgeable on energy efficiency issues in the host economy including representatives of government ministries, research institutes, industry associations, energy companies, electricity and gas market regulators, consumer associations, local government, and other relevant groups will be interviewed by the review team.

The review team will consist of energy efficiency experts from APEC member economies and APERC researchers.

·  Previous projects/activities: If and how this proposal builds on the findings or lessons learned from previous projects/activities, while avoiding duplication

Before starting PREE project in 2009, a number of energy efficiency related projects have been funded and implemented as EWG projects. They addressed a wide range of specific technical subjects which included energy efficient technologies; standby power; energy audits; energy efficiency in commercial buildings; energy efficiency best practices and benchmarking; energy efficiency indicators, etc. Most of these projects dealt with individual energy efficiency measures and programs. However the APEC PREE project is designed to comprehensively assess the overall energy efficiency goals, standard and policies of member economies. It will cover all sectors, as well as other aspects such as institutional framework, financing, and capacity building, while acknowledging the importance of setting goals and action plans to promote energy efficiency. So, PREE is a new type of project based on a newly established methodology which builds on the lessons learned from these previous projects.

·  Communication: How you plan to communicate the results or benefits of this project to others

Peer Review Report will be presented at the EWG meeting for their review. The progress of PREE will also be reported to other APEC fora, including EGEE&C and the APEC Working Group (e.g. transportation)’ Meeting. The report will be published on the APERC website through links to the APEC website.
