Agenda:
• Call for a recording secretary
• Introduction
• Administrative items
• Brief discussion of regulatory driven amendments
• The current regulatory landscape
• Goals for this group
• Schedule
Proceedings:
1. Peter E offered to take notes.
2. The meeting called to order at 9:03 am, August 4th
3. Agenda approved by unanimous consent
4. The chair discussed the IPR Policy and asked if there was any to report. No essential IPR statements were heard.
5. After ~25 minutes of reading 11-09/919r1 (having heard no response to requests for questions or comments), the floor was opened for Q&A
6. Ivan Reede, Amerisys – does 802.11 want to limit the range or allow it to reach WRAN and MAN coverage? Ivan supports not being limited to WLAN range, and notes Canada allows 500 Watts power.
7. Joe Kwak, Interdigital – How specific will the PAR and 5C be? The EC told 802.19 SG they have to be very specific in their PAR/5C. Petere responded the 802.11y PAR listed mechanisms that would be adapted to meet the requirements for operation in the band, and it is very likely that the 802.11 TVWS PAR/5C will also name likely changes, like the channel plan.
8. Adrian Stephens, Intel – Does the PAR/5C require coexistence mechanisms? Petere responded that the 5C requires a Coexistence Assurance letter when the band is unlicensed.
9. Steve Shellhammer, Qualcomm noted that in the 60 GHz band, the 802.11 PAR/5C committed to mechanisms, but mechanisms are not required in EC procedures. Steve’s opinion is that if Dot11 wants to do mechanisms, they should be symmetric between 802.11 and 802.22.
10. Aziz Rahman, NICT Japan – Which NesCom would approve the PAR/5C? Petere responds the December NesCom if the 802 EC approves in November, otherwise the March Nescom after March EC approval.
11. Dan Lubar, Relay Services – What about liaisons with other groups? RichK responds that the prezo did not mention SG liaisions; that is something for the TG to decide.
12. Steve Shellhammer said Eldad Perahia is the liaison between 802.11 and 802.19.
13. Junyi Wang, NICT – What is the 802.19 TVWS SG going to do?
14. Steve Shellhammer says teleconferences are on Tuesdays at times alternating East and West, and call in later today to participate.
15. Someone from NICT asks about digital dividend in other countries.
16. Dan Lubar – What about the Japan transition in 2011? Is TVWS committed? – response is no.
17. Tuncer Baykas, NICT – What about changing next call time from 1500 EDT for Asian attendees?
18. Tushar Moorti, Broadcom – 6am PDT is too early for west coast participants
19. Rich K – let us know your time zone, and we will alter the call times to make things work.
20. The meeting was adjourned at 9:58am
