1.Purpose of Document

The purpose of this document is to capture the requirements and design specification for a Charge Code in one document.

2.Introduction

2.1Background

CAISO will calculate for each Balancing Area Authority (BAA)in the EIM Area, its RT Congestion Balancing Account or Offset. The RT Congestion Offset for each BAA is the sum for each BAA of the product of the contribution of that Balancing Authority Area’s Transmission Constraints to the marginal Congestion component of the Locational Marginal Price at each resource location in the EIM Area and the imbalance energy, including Virtual Bids, at that resource location.

A virtual bid adjustment, which is the virtual schedules’ out-of-market congestion contribution for each virtual schedule and BAA, and the relevant total adjustment values from each BAA will be taken out of RT Congestion Balancing Account. Also, the total values for each SC with impacted virtual schedules shall receive the adjustment settlement.

The RT Congestion Offset amounts will be computed in RT Congestion Pre-calc, and allocated to the relevant EIM Entity SC for each EIM BAA in CC 67740, and for the ISO BAA, the Offset amount shall be allocated to relevant Measured Demand in CC 6774.

2.2Description

This Charge Code CC 67740implements the assignment of RT Congestion Balancing Account of an EIM BAA to its corresponding EIM Entity SC.

3.Charge Code Requirements

3.1Business Rules

1.0 / This Charge Code allocates per settlement interval, the EIM BAA Real Time Congestion Offset Amount to associated EIM Entity SC of the EIM BAA.
1.1 / This Charge Code shall be calculated daily on an hourly basis.
1.2 / This allocation can be a payment or a charge.
2.0 / For adjustments to the Charge Code that cannot be accomplished by correction of upstream data inputs/recalculation or operator override Pass Through Bill Charge logic will be applied.
