SITE ALLOCATION REQUEST

Guidance notes for completing the Site Allocation Request (SAR)

1.  The Project Applicant is required to respond to all questions and appendices contained in the SAR document as thoroughly and accurately as possible. The SAR questions are designed to provide the Royal Commission with sufficient information to perform a comprehensive evaluation and assessment of a proposed project as part of the site allocation process.

If responses to questions are not provided, the processing of the SAR application may be delayed until satisfactory answers are provided.

2.  In the event that information requested in the SAR does not apply, please insert NA (i.e., Not Applicable). Nevertheless, all NA responses must be substantiated (i.e., sufficient detail must be provided to the Royal Commission to validate the NA response). In cases where there is insufficient space to provide more complete details, the Project Applicant is encouraged to include any and all such supporting documentation as attachments to the SAR document.

3.  Although certain SAR questions will be answered on the basis of preliminary project information, these “preliminary” responses should be noted as preliminary and updated when more applicable or refined information becomes available.

4.  As part of the SAR submittal, a conceptual plan layout of the project facilities, a process flow diagram (non-proprietary) of the process and the technical feasibility study (as submitted to Ministry of Commerce and Industry or SAGIA) must be provided.

5.  The conceptual plan layout (Item 9) while not developed for a specific industrial site, should clearly illustrate the location and dimensions of all major facilities within the property lines to enable the Royal Commission to identify the most appropriate industrial site for the project.

6.  The process flow diagram (non-proprietary) of the process should take the form of an illustration plan showing the sequence of operations from raw material storage to the finished product stores. A narrative description should accompany the diagram to explain the process in greater detail.

7.  Please note that completion of Attachment 1, Environmental Screening Questionnaire, will not preclude the Royal Commission from requesting additional environmental information and/or a comprehensive Permit Application Package (PAP) and Environmental Impact Assessment.
