1. INTRODUCTION
This Handbook is intended to be used by the AIAA Digital Avionics Technical Committee (DATC) member as a reference on the organization and as a source of information for the activities available to them. Included in this Handbook is a listing of AIAA and DATC membership requirements. Also included as a part of the Handbook are the DATC Charter and the various subcommittee charters. This document shall be referred to as the “DATC Handbook”.
Since the DATC is conducted as an activity of the AIAA, close communication must be maintained with AIAA entities to assure conformance with AIAA policies and requirements.

1.1 Purpose of the AIAA
The following is an excerpt from the AIAA constitution:
“The purpose of the American Institute of Aeronautics and Astronautics (AIAA) is to advance the arts, sciences, and technology of aeronautics and astronautics, and to nurture and promote the professionalism of those engaged in these pursuits. The institute shall encourage original research, foster the dissemination of new knowledge, further the professional development of those engaged in scientific and engineering activities, foster education in engineering and science, promote communication among engineers and scientists and with other professional groups, and stimulate outstanding professional accomplishments. It shall also serve the needs and professional interests of members, improve public understanding of the profession and its contributions, bring to bear the scientific and technical capabilities of the profession in areas of national concern where it is equipped to contribute and undertake other appropriate measures.”
The four core missions of the AIAA are:
· To contribute to society by acting as a catalyst for information flow and creative exchange via technical meetings, and continuing to provide a world-class technical information and publications service to keep members well informed;
· To create high value to our members including major emphasis on improving both internal and external communications and facilitation of life-long learning;
· To strengthen the profession by stimulating workforce development and retention activities including supporting the educational process for future professionals with students and academic institutions; and
· To foster AIAA as the voice of, and advocate for, the aerospace profession by providing an appropriate voice for the professional community in public policy debate at both national and local levels, including diverse media outreach programs.
The technical activities of the AIAA are governed by the Technical Activities Committee, which acts upon the advice and information generated by the Technical Committees. The Digital Avionics Technical Committee is one of over sixty Technical Committees within Technical Activities. The Technical Activities Committee (TAC) supervises all technical activities of the Institute, including national meetings, and technical inputs to all other institute activities.
1.2 Purpose of the DATC
The purpose of the DATC is to provide a forum for the exchange of new knowledge in digital avionics among professionals and students in the fields of commercial, military and general aviation and space applications. The DATC serves the needs and professional interests of AIAA members and promotes through progressive projects and meetings their contributions and achievements in the arts, sciences and technology of aeronautics and astronautics.
1.3 Purpose of this manual
This manual is to be used by the DATC as a guide for members to use in planning, scheduling and participating in the TC activities and is intended to be consistent with all relevant AIAA requirements.
Should a conflict arise at anytime between this DATC Handbook and AIAA requirements, the DATC has the authority to resolve the conflict as soon as possible such as not to have a negative impact on the TC planning and operations.
The DATC Handbook shall be reviewed at a minimum once a year and modified as a result of any changes. Revisions require concurrence of a majority of the members and are enacted only in DATC meetings. The Appendices, however, shall be updated as often as necessary
2. CHARTER OF THE DIGITAL AVIONICS TECHNICAL COMMITTEE
I. SCOPE
The Digital Avionics Technical Committee leads the AIAA avionics efforts including development of avionics policies, standards, and programs. The DATC members represent the expertise of major corporations, educational institutions, and Government organizations.
II. FUNCTION
Promote the understanding and effective use of Digital Avionics at policy and technical levels. Encourage college and university students, through the Digital Avionics Technical Committee scholarships administered by the AIAA Foundation and the DASC Student Papers program, to select avionics as a career. Encourage high school students to enroll in engineering.
III. ACTIVITIES
The major activities of the Digital Avionics Technical Committee (DATC) in support of its scope and function include:
· Provide policy direction and key personnel for the Digital Avionics Systems Conference (DASC).
· Co-sponsor the Integrated Communications, Navigation, and Surveillance (ICNS) Conference
· Provide educational programs by sponsoring workshops, sessions, tutorials and conferences including the DASC.
· Facilitate review and publishing of digital avionics articles and papers.
· Advocate policy to AIAA on digital avionics topics of national interest.
· Participate in the AIAA Congressional Visit Day
· Promote understanding of standardization, integration, technological and other issues important to digital avionics systems.
· Coordinate with other AIAA Technical Activites Committees and other technical groups (Institute of Electrical and Electronic Engineers (IEEE), National Defense Industrial Association (NDIA), Society of Automotive Engineers (SAE), RTCA, etc.) with common interests.
· Honor technical contributors through awards, nominations for fellows, and membership upgrades.
· Broaden the member participation base through creation and use of digital avionics subcommittees within the full committee.
IV. CHARTER REVISION
The DATC charter will be revised when changing circumstances dictate. Revisions require concurrence of a majority of the members and the DATC chair. Revisions may be proposed at any time, but may only be enacted at a DATC meeting.
3. ORGANIZATION
The DATC is one of several Technical Committees administered via the Technical Directors of the AIAA Technical Activities Committee. The Technical Activities Committee (TAC) supervises all technical activities of the institute, including national meetings, and technical inputs to all other Institute activities.
Figure 3.1 illustrates the organization of the DATC and the relationship to the AIAA parent organization. The vice president of Technical Activities functions as the chair for the Technical Activities Committee. The TAC is further partitioned into seven Technical Groups of which the DATC is part of the Information and Logistics Systems Group. The DATC reports to the Deputy Director for Information and Logistics Systems within the Group.

3.1 DATC Organization
The DATC is made up of elected officers from the membership and subcommittees that perform the major part of the DATC activities. The DATC membership is composed of exofficio, regular, and associate members. The DATC may also have university and college students appointed as Associate members.
3.1.1 Membership
The DATC may have up to 35 active regular members. A larger membership may only be obtained with TAC approval.
The DATC consists of managers and engineers from within government, academia, and both the defense and commercial aerospace industry. Selection for membership on the DATC is made by the Chair in accordance with the guidelines laid out by the AIAA.
The DATC Chair approves the membership upon recommendation of the DATC members.
3.1.1.1 Membership Term
Generally the term of membership is three years starting on May 1st and ending April 30th, however, membership is continuous unless the DATC Chair removes the member from the yearly nomination list.
3.1.1.2 Membership Composition
The goal on the composition of the membership is to have a diverse and balanced representation considering the following factors:
· Affiliation
· Professional interest
· Geographic Location
· Nationality
3.1.1.3 Associate Membership
In addition, Associate membership status in the DATC is offered to AIAA Young Professional Members. These memberships are restricted to those AIAA members age 35 and under. Associate members do not count towards the full membership limit of 35 and their term is renewable up to 3 years. Selection is based on technical merit and there is no limit on the number. It is recommended that at least two be assigned to the DATC. The young professional may attend all the meetings and assist in carrying out the activities of the DATC. A full member so volunteering may be assigned to act as a counselor to an associate. Young members do not have voting privileges but may with the consent of the counselor vote in the counselor’s absence. University and college students may also be Associate Members.
3.1.1.4 Ex-officio Members
Exofficio members are selected by the DATC Chair and serve to participate in some special activity. They are generally former DATC members but may be other persons qualified for DATC membership that exhibit leadership qualities in the field of digital avionics. All former DATC Chairs automatically become exofficio members and remain as such until they remove themselves from membership.
3.1.2 Officers

3.1.3 Subcommittees

· Any other organized to address special and temporary issues
3.2 Meetings
The DATC meets four times a year at a minimum.
Meetings are normally one of two types: 1)those held concurrently/consecutively with AIAA sponsored national meetings/ conferences in order to provide support of these events and, 2)those held at an industrial/ government/ academic facility in order to provide the membership with first-hand exposure to technological developments, products, resources, requirements and missions.
The first three meetings are up to two days in length and the agenda may include the following items:
· Reports from the previous, current and next DASC conferences.
· Reports from the previous, current, and next ICNS conferences.
· Technology Presentations sponsored by the Technology Development Subcommittee
· Tours planned by the local host DATC member and organization.
· Subcommittee meetings and reports.
The fourth meeting is held in conjunction with the DASC for duration of less than a day, and may include the following items:
· Reports from DASC Conference Committee including Preliminary Financial Status, lessons learned and other issues;
· Report on previous DATC meeting and action items;
· Future DASC status.
Attendance at a minimum of two meetings per year is required to remain an active member of the DATC.
4.0 ROLES AND RESPONSIBILITIES
The roles and responsibilities of the membership are described in this section. The procedures to follow and other relevant information are contained in the appendices.
4.1 DATC Chair
The chair will be responsible for the organization of the DATC and provide overall guidance and coordination for the DATC’s activities. The chair will work closely with the appropriate Technical Activities Group Deputy Director on all actions requiring AIAA support or involvement and to assure a good dialog on all items of DATC interest that may conflict with AIAA policy.
The DATC Chair’s duties include the following:
