VicSmart is a simplified planning permit process. Only applications of certain classes are eligible for VicSmart.
Please complete the following questionnaire and checklist to be submitted with your application including documentation required in the checklist at the front counter of Council’s office located at 100 Brougham Street, Geelong. Once you arrive at the Brougham Street office request to speak with the VicSmart Planner who will then check your documentation to ensure your application is not missing any information and that the information supplied is correct
Meeting with the VicSmart Planner is important prior to lodging as applications must have all of the required documentation set out in the checklist when lodging. If you do not supply all the documentation or correct documentation, your application will not be accepted and you will then be asked to submit at a later date once all information is prepared and ready.

- Mixed Use Zone (MUZ)
- Township Zone (TZ)
- Residential Growth Zone (RGZ)
- General Residential Zone (GRZ)
- Neighbourhood Residential Zone (NRZ)

2.Is the proposed fence within 3 metres of a street?

*If you answered yes, continue to question 3.
*If you answered no, your application does not require planning permission.
3.If the fence will be associated with one dwelling on a lot, is the area of the lot less than 300m2? (Continue to question 4 if there is more than one dwelling per lot)

*If you answered no, your application does not require planning permission - Note: a permit may be required under an overlay if one affects your site.
*If you answered yes, continue to question 4.
4.Is your property adjoining a Road Zone Category 1 with a fence height of 2 metres or less?
OR
Is your property adjoining any other road type with a fence height of 1.5 metres of less?
*If you answered yes, your application does not require planning permission - Note: a permit may be required under an overlay if one affects your site.
*If you answered no, continue to question 5.
5.Is your property covered by any of the following overlays?
- Environmental Significance Overlay (ESO)
- Significance Landscape Overlay (SLO)
- Special Building Overlay (SBO)
- Heritage Overlay (HOxxxx)
- Design and Development Overlay (DDO)
*If you answered yes, please also complete the relevant questionnaire to the overlay affecting your property.
*If you answered no, continue to the “what’s next” section.

You should now be able to determine whether your proposal is eligible to be submitted as a Vic Smart application. You should now complete the attached checklist prior to lodging your application with Council.
