Dear Colleague:

Deep divisions remain in international circles over the International Criminal Court, how to handle international criminal responsibility for attacks on civilians in Darfur, and more generally over the use of international tribunals to prosecute war crimes, crimes against humanity, and genocide during periods of war and unrest. On Thursday, May 19, 2005, the ABA Standing Committee on Law and National Security, the Section of International Law, the Section of Administrative Law and Regulatory Practice, and the Criminal Justice Section, will sponsor a discussion on the role of international tribunals and what kinds of tribunals are appropriate for what circumstances.

The afternoon program followed by a wine and cheese reception will be held from 5:00 p.m. – 7:00 p.m. at the University Club, 1135 16th Street, NW, Washington, DC.

Professor John Norton Moore, Director of the Center for National Security Law at the University of Virginia School of Law will moderate the discussion. Confirmed panelists include David Crane, The Prosecutor, Special Court for Sierra Leone, Judge Patricia Wald, former Judge on the International Criminal Tribunal for the former Yugoslavia at The Hague, and John Davis, Associate Deputy Attorney General, U.S. Department of Justice. We are awaiting confirmation from the office of Ambassador Pierre-Richard Prosper, Ambassador-at-Large for War Crimes Issues, U.S. Department of State.

The charge for the program is $40.00 and $25.00 for law students. Reservations must be made in advance. Checks made payable to the “ABA” should be enclosed with the response form and returned by May 13. If you are bringing guests, please note their names on the response form. In the event you need to cancel your reservation, a refund will be made provided notice of cancellation is received in our office by May 13. There is no charge for members of the press, although reservations are appreciated.
