Instructions

This application is only for those UPK Districts Not Serving the Maximum Funded Pupils for 2014-2015 as of October 1, 2014.

ONLY Districts that operate or are eligible to operate a UPK Program in the 2014-2015 school year may enroll additional students mid-year. Such students must be served for a minimum of 90 school days.

When applying for mid-year expansion, a district must establish only one start date for all new student enrollments. The sum of a district’s approved budget and the request for mid-year funds cannot exceed the maximum 2014-2015 grant allocation.

To calculate the amount of additional funding it can request, a district should use the Mid-Year Grant Calculator that is posted at http://www.p12.nysed.gov/upk/. Upon entry of the district code, the number of children to be enrolled at mid-year and the number of days the mid-year placements will be in session, the calculator will automatically determine the mid-year grant amount. Please print the grants calculator and attach to the Mid-Year application.

While a district must submit the attached expansion application, please do not submit a FS-10-A Budget Amendment. All UPK budget amounts will be automatically adjusted by a procedure established between the Office of Early Learning and the Grants Finance Office.

The list with your district’s UPK allocation, the maximum number of aidable children and the maintenance of effort (MOE), as well as other helpful information, may be accessed on the Universal Prekindergarten website at the above link.
