SUBJECT: SITUATION REPORT ON FLOODING #19—FEMA 1526-DR
OVERVIEW – Individuals and businesses located in Adams, Brown, Calumet, Chippewa, Clark, Columbia, Crawford, Dane, Dodge, Eau Claire, Fond du Lac, Grant, Green, Green Lake, Iowa, Jackson, Jefferson, Juneau, Kenosha, LaCrosse, Lafayette, Marathon, Marquette, Milwaukee, Monroe, Outagamie, Ozaukee, Portage, Racine, Richland, Rock, Sauk, Shawano, Sheboygan, Taylor, Trempealeau, Vernon, Walworth, Washington, Waukesha, Waupaca, Waushara, Winnebago and Wood Counties are eligible to apply to the Federal Emergency Management Agency (FEMA) for disaster assistance as a result of storms, flooding and tornados that occurred from May 19 to July 3. Individuals may be eligible for grants and low-interest loans.
Under the declaration, disaster relief is also available to local governments in Adams, Clark, Columbia, Crawford, Dodge, Fond du Lac, Grant, Green Lake, Jackson, Jefferson, Juneau, Kenosha, Marquette, Monroe, Ozaukee, Vernon and Winnebago Counties. This will help reimburse communities for costs associated with the storm and flood damages.
Community Relations and Outreach - Affected citizens and businesses are urged to contact FEMA at 1-800-621-FEMA (3362) or TTY 1-800-462-7585. Phone lines are open 8 a.m. to 6 p.m., Monday thru Saturday, until further notice. Here are the latest breakdowns of disaster aid distributed as of close of business on July 6, 2004:

· Disaster Housing Assistance has been approved for 920 applicants for a total of $1,632,780. These grants are used to help people repair damaged, uninsured homes to a safe, sanitary and functional condition and for temporary disaster rental assistance for those unable to live in their homes.
· 353 applications have been approved for the Other Needs Assistance, totaling $176,119. These grants are used for medical, funeral, personal property, transportation and other eligible expenses.
· The U.S. Small Business Administration has approved 12 low-interest disaster loans for a total of $233,600.
Community Relations – Community relations teams are working in Adams, Clark, Juneau, Monroe, Jackson, Milwaukee Sauk, Vernon, Grant, Crawford, Green Lake and Marquette Counties. They should be finished on Saturday. The teams are visiting some of the hardest hit areas to remind people to register for disaster assistance.
Disaster Recovery Centers – Disaster Recovery Centers (DRCs) are open for people who want to meet with disaster officials to discuss their applications for assistance. The DRCs are open from 10 a.m. to 7 p.m. at the following locations:
· Crawford County: Prairie du Chien Township Hall (Across from Cabela’s), 33890 State Highway 35, Prairie du Chien. Closes COB Sat. July 10
· Adams County: Adams County Courthouse, 402 Main Street, Friendship. Closes COB Sat. July 10
· Green Lake County: Berlin High School, 222 Memorial Drive, Berlin. Closes COB Sat. July 10
· Vernon County: Erlandson Office Building (Basement of Conference Center), E7410 County Road BB, Viroqua. Closes COB Sat. July 10
· Milwaukee County: Eastbrook Church, 5345 N. Green Bay Avenue, Milwaukee. Closes COB Sat. July 10
DRC’s scheduled to open on Monday, July 12:

Public Assistance Briefings - Wisconsin Emergency Management and FEMA are conducting applicant briefings for the public assistance program. Under the Public Assistance Program, local governments with eligible damage costs can receive grants that are 75% funded by FEMA and 12.5% by the State of Wisconsin, with the remaining costs the applicant’s share. As of July 6, 182 applications from local governments in the declared counties have been submitted for disaster aid. Applicant briefings for the Public Assistance Program are scheduled at the following locations:

Hazard Mitigation - Staff from the Hazard Mitigation Program and the Wisconsin Department of Natural Resources held Substantial Damage Training workshops for local officials this week. The workshops were held in Madison and in Oshkosh. The training was for building permit officials, engineers, planners, public works directors, building inspectors, and community officials to provide information on how to deal with substantially damaged buildings in their communities. In addition, hazard mitigation staff are working on success stories from Jefferson and Kenosha Counties. Over the years, the hazard mitigation program has purchased many properties in those counties that were plagued with flooding. Environmental staff continue working with various state and federal agencies to make sure all regulations are followed.
