4:15- 5:15 p.m. Observation Stay Coalition Update Salon 1

This presentation will focus on the observation stays issue. Toby Edelman of the Center for Medicare Advocacy and Dana Halvorson of the American Health Care Association, two advocates who have vast experience with the “observation status issue” and who are leading the advocacy efforts of a 33 health-related organization coalition consisting of provider and beneficiary groups, will be the presenters. Attendees will hear about the observation stays coalition who is dedicated to preserving Medicare beneficiaries’ access to necessary skilled nursing care following a hospital stay, regardless of whether that stay was classified as inpatient or outpatient observation. Under current law, a Medicare beneficiary must spend at least three days as a hospital inpatient for Medicare to cover a subsequent stay in a skilled nursing center (known as the “SNF 3-day rule”). Increasingly, patients have no idea what their status is in a hospital, or the importance of it, which can lead to thousands of dollars in out-of-pocket medical expenses should they need skilled nursing center care following their hospital stay. In addition to placing a financial burden on seniors and their families, this anomaly in Medicare rules can cause unnecessary spend-down, accelerating the time frame in which seniors will have to turn to programs such as Medicaid to pay for their care. The presentation will cover Congressional legislation (The Improving Access to Medicare Coverage Act of 2017 - S. 568/H.R. 1421) the Coalition supports to address the observation stays issue, and the regulatory and legal work around this matter. Attendees will have the chance to get their pressing questions answered.

Despite an industry wide focus on managing initial denials, many providers still struggle to manage payer denials. Unreliable data, difficulty interpreting 835s, and a lack of organizational will to deploy root-cause fixes combine to undermine many well-intentioned efforts. As a result, providers spend precious resources working denials that could have been resolved with upstream process fixes. We’d like to share ideas on quantifying denials opportunity using Business Intelligence (BI) tools, creating a map from the information, and navigating the organizational politics to make quantifiable, sustainable improvement in denial performance. We’d like to have a dialogue on the best way to reach calm seas.

Mark Schabel

Mark Schabel has led Receivables Management Partners since 2005 as Chief Executive Officer. He earned a BS in Finance from Butler University, graduating with honors as well as being nominated for the prestigious Butler’s Most Outstanding Student award. Prior to joining RMP, Mark was Senior Vice President for Irwin Union Bank and served as Chairman of his local Chamber of Commerce.

Mark’s infectious positive attitude coupled with a deep rooted faith in people enables him to lead by example as a hands-on CEO who desires to see success for his team both personally and professionally. Because of this, he enjoys sharing his leadership principles with his associates at RMP as well as other community and industry organizations. His passion for helping people attain the best in both themselves and in their careers has created a natural love for teaching and developing leaders.

Randy Tempest

Randy Tempest has over 20 years of experience in the healthcare accounts receivable industry, working with some of the largest and most complex health systems in the country to meet their revenue cycle needs. Colleen McMahon

25 years ago, Colleen started her healthcare journey in the Emergency Department at UPMC Presbyterian, which was exactly like the televisions show ER (minus George Clooney of course)! Loving the world of Patient Access Colleen progressed through the system moving between the UPMC Hospital Division and the Physician Division. There were also a few years of consulting work in there too! Today Colleen is located at the Quantum building in Pittsburgh’s South Side, with over 400 employees; she oversees Central Scheduling, Customer Service, Consumer Referral Service, Patient Experience and the Answering Service.

Scott Noel

Scott A. Noel has worked in the healthcare industry for over 40 years. Currently he is the Director of Learning Management & Development for Advanced Patient Advocacy (APA, LLC). Scott received his Bachelor’s Degree in Health Care Administration from Texas State University, and his Masters in Public Administration with a specialization in Public Health from University of Texas at San Antonio.

Scott was a Certified Occupational Therapy Assistant (COTA) and instructor for the U.S. Army during eight years of active duty. He has managed a Home Health Agency; been the Manager of Revenue Accounting, Assistant Director of Patient Financial Services and Director of Admissions at three health care systems in San Antonio (county, for-profit and non-profit respectively), along with working in the insurance auditing and third-party eligibility side of our industry.

Scott is currently the President for the Texas Bluebonnet Chapter of AAHAM. He was also a member of the South Texas chapter of HFMA and has presented numerous times for both organizations.
