for a

INTRODUCTION
Purpose:The Town of Scituate Police Station Building Committeeis requesting sealed qualifications and proposal packages from Professional Mechanical, Electrical and Plumbing Engineering (MEP) firms for the design and construction of an approximately 8,080 square foot Police Station.
Background:The existing police station is deficient, and it is the intent of the Town of Scituate to construct a new Police Station to the north of the existing Scituate Senior Center, located at 1315 Chopmist Hill Road.
Expectations:The firm whose services are retained as a result of this request will be expected to provide full scope MEP Engineering Design services from programming through construction. The firm’s scope of services should include MEP design and construction services only. Architectural, structural and life safety design and construction services will be solicited under separate Requests for Proposals. It is the expectation that the selected firm will collaborate with other engineering disciplines during the design and construction phases of the project.
QUALIFICATIONS
Description:Provide the Town with the Firm’s information regarding size, location, nature of work performed, years in business, etc.
Experience:Provide the Town with a detailed summary of the Firm’s experience in programming, design and construction administration for similar public safety projects (police/fire). Include information about new construction and/or renovation type projects, with specific emphasis on projects of similar size and scope to that of which is presented in this RFP. The firm responding to this RFP must possess a Certificate of Authorization (COA) to practice MEP design engineering in the State of Rhode Island.
Personnel:Identify all key personnel from the MEP Engineering firm that will be participating in this project. Include a resume for each individual and identify their role on the project team. All key personnel must be licensed to practice MEP Engineering in the State of Rhode Island. All key personnel must be licensed by the State Board of Registration for Professional Engineers to practice mechanical, electrical or plumbing engineering, as necessary, in the State of Rhode Island.

Approach:Describe the procedure your firm will use in performing each phase of the project from programming through construction. Include a proposed timeline for all services; timeline is significant in this project.
FEE PROPOSAL
Methodology:Describe the method your firm proposes for establishing a lump sum fee for the services to be provided, as identified within this RFP. Provide a fixed fee for the facility described herein. Include all reimbursable expenses anticipated and a fee schedule. Please include hourly rate schedule for all staff should services outside the scope of this RFP become apparent during design and construction.
Other Req’s:All firms are required to coordinate with the Town of Scituate to perform a site visit to inspect the project area. Bidders shall coordinate with Town Council President John Mahoney (401-757-1197)and Scituate Department of Public Works Director Richard Tucker (401-612-4301) during regular business hours of Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m. to schedule a site visit.
The Town of Scituate Police Station Building Committee reserves the right to waive irregularities and to reject any or all bids, wholly or in part, to waive any informality or defect in any or all bids and to make awards in the best interest of the Town of Scituate.
The MEP Engineer shall be required to provide the Town of Scituate Police Station Building Committee with the following Corticates of Insurance:
General Liability:$1,000,000 per occurrence, $2,000,000 aggregate
Automobile Liability:$1,000,000 combined single limit
Worker’s Comp.:Per State of Rhode Island Requirements
Professional Liability:$1,000,000 per claim, $2,000,000 aggregate
SELECTION PROCESS AND TIMEFRAME
It is the intent of the Town of Scituate Police Station Building Committee to issue this RFP on March 19, 2018. Qualifications and bids are due to the Town of Scituate Police Station Building Committee on April 2, 2018 at 12:00 pm; bids are to be delivered to the Town Hall, 195 Danielson Pike, Scituate, RI 02857. The Town reserves the right to choose a firmthat it feels will best represent its interests in this endeavor, based on evaluatingall information presented in the submission. Evaluation criteria will include, but necessarily be limited to, experience of firm, proposed timeline, project approach, and overall fee.
