Meeting began @ 7:00 pm

Paul Rochell, President, Presided

Members present: Joel Thomson,Cory Thomson, Candace Baird, Jay Gresham, Alysha Ross, Gail Baird,Dariel Rochell/Secretary, and Leesa Valdez/Treasurer.

Old Business: Dariel Rochellskipped minutes from the March 10, 2016 General Meeting.

New Business: Paul Rochell welcomed everyone to the meeting and mentioned that Alysha has SCRA shirts and hats available in the back for those that are interested and more can be ordered if there is interest.

Joel Stuart – mentioned that a large hitch was found and if anyone knows who lost it to have them get in touch with him.

Hunting- Paul reminded everyone to be respectful of everyone’s property and obey the laws.

By-Law update- the Bylaws had been submitted to the attorney and he said they looked good but he did have a few concerns and noted that we are unique and compared SCRA with an HOA. The board has been in discussions with this for a long time now and have decided to mail out the bylaws to the members and let them decide if they are acceptable. Bob Wallis recommended letting the members review them before sending them out for a vote. It was asked for the board to get them posted to the website for the members to have access to review them. The bylaws are scheduled to be mailed out between the end of Aug or first part of Sept. Paul recommended members to review them closely, pay attention to the wording, and if there is something you don’t understand contact one of us to help clarify it. Paul noted all of the hard work that has gone into getting them this far.

Candice mentioned that the lock had been cut and it appears someone had been broken into. It is rumored that it could have been a relative of the cabin owners. Reminder related to this incident and the previous break-ins that if you have any damage or something missing from your cabins you need to contact the Cache county sheriff and report it to them. They will need the info to prosecute the violators.

Picnic projects- Paul thanked Cal Pack and his group for their efforts on the fence. Paul also thanked Jay Gresham and his crew for their hard work on the shed. Jay said they plan to have it wrapped up over labor day.

Tom Whitaker asked what is going on with the Everett lawsuit? Paul replied that we are currently schedule to go to court next May. Paul said he had the opportunity to reach out to Mr. Everett and better understand what this is all about and clearly understand what Everett wants from this? He believes there may be an opportunity to resolve this before it goes to the courts. If the lawsuit goes forward we are looking at a cost of 20 to 30 thousand dollars. Mark Ross asked what happened to the last response that SCRA sent to Everett and why didn’t he just accept it? Paul replied that there were more factors to the situation and that Mr Everett felt he had been disrespected and that he was not getting the type of response he felt he should have to his concerns.

Road Maintenance – Paul provided an update saying that the board has been working really hard to come up with a plan. They have reached out to contractors to provide bids and also enlisted and priced out help from friends and other connections to get the work done as cheap as possible. They have had recent meetings and drove around with Kent Butters to evaluate what can be done within a minimal budget. Once we have the information we will decide on the best option to move forward with for now. Ken love mentioned using a chunk of the money in the ruby savings account to get the work done. Paul cautioned about spending all of our money reserves with a pending lawsuit in our near future.

Facebook – Brad Eaves (new owner of the Hunwick property) recommends that we keep some of the comments about the lawsuit off of face book. Paul replied that SCRA does not have administrative rights to the site and if we did we could remove or block some of these negative comments from both sides. He noted that Facebook is a great tool if it is used correctly. The Board is trying to get admin rights to the site but in the meantime please be respectful.

Member Expectations – Paul said that he wants to reach out to SCRA members and also our fellow neighbors for focus and direction. Our bordering neighbors are willing to help keep an eye out for things but also hopes we will do the same for them. Dale Funk stated he can’t see why we can’t have good relationships with our neighbors. He does recognize that we are making good headway so far with Butters and Olsen. Paul said this board is trying to start with that intent and hopes it continues moving forward.

Bob Wallis said we need to have a better way to ID the people who should not be in SCRA.

Cal Pack said he would like to see the visitor pass come back.

Joel Stuart asked why we don’t consider something such as temporary passes to contractors ect.

Tom Whitaker said he would like to see us develop a map that can identify private properties. Paul said that the board has looked at that in the past and he will get with JD who was working with the software program to do that.

Laura Skeen Skidmore asked what else do we need to do besides posting our property? Paul replied to make sure that your signs are up, posted, and clear.

Brad eaves recommended a message board at the gate to communicate stuff like water repairs ect. or even at the 2nd gate to prevent it from being vandalized.

Leesa Valdez would like to see the road signs redone. Candice said that we also need to name some of the roads that don’t have a name yet.

Dave Billings recommended having a sign-up sheet for projects outside of the clean-up day. Maybe the board can provide a list of projects that need to be done and people can help then check off or provide feedback to the board when it is complete. Cal Pack stated that is one of the reasons he went directly to the president to find out what he could do to help? Then started rounding volunteers up to put together the fence committee. Cal recognized the efforts of those folks and added that they will always take any help they can get.

Hunting concerns – Reminder to please be respectful of those who have posted their property and follow the rules. Dave Billings asked if we have considered cutting back the amount of permits given out each year to build up better quality/ maybe consider doing a limited draw? Mark Ross said that limiting the permits has been tried before in the past and it wasn’t very popular. Paul said maybe we can throw that suggestion on Facebook and see what kind of response we get. Janae Matue said she will check with DWR to see if restrictions exist. Dale Funk said in the past they closed it and had a bad experience. Tom Whitaker suggested sights only no scopes as an option to consider.
