Clinton Hockey League Rules

It is the responsibility of all players to know and to abide by all rules.

2015-2016 Season

General Overview

The Clinton Hockey League is a non-contact, non-checking, non-slap shot league. The

League is designed so all players can have fun while offering participation to the maximum

number of players. Who are 21 years of age or older.

Who May Participate / Evaluations

Players with average skating ability or experience may participate in the league. All new and existing players will be evaluated by the Player Evaluation Committee, using USA Hockey Adult Player Rating System Guide.

Skill Level

Mid and low level players

Simple Rule

If a player is talented enough to compete at the standard level in any of the other leagues, then they do not qualify in the Clinton Hockey League.

Player Eligibility

If a player plays in the Whitestown “A” League, Mohawk Valley Hockey League, Rome Hockey League or the Whitestown Premier Hockey Association they are not eligible to play in the Clinton Hockey League.

Draft

New players must enter the league via the CHL draft any player wishing to switch teams must also enter the CHL draft. If a player refuses to play for the team that drafted him, the player will not be eligible to play in the CHL for two (2) hockey seasons. All new players will be on probation for two (2) hockey seasons.

League Fees

$3,850.00 per team to be paid in full by December 31, 2015.

$500.00 deposit due at Summer Meeting.

Playing Rules

Clinton Hockey League rules will supersede any NCAA Hockey Official Handbook rules.

Number of Players

Each team must have a minimum of16 (sixteen) skaters and maximum of 20 (twenty) skaters on their roster. Final rosters are due after the CHL draft.

Alcohol / Illegal Substances

Alcoholic beverages / and use of illegal substances will not be permitted or tolerated in the building.

Playoff Eligibility

Players must participate in at least 10 (ten) regular season games to qualify for playoff competition, in their regular playing position (forward or goalie).Players must also play in at least (1) one regular season game to stay on their team’s roster for the next season.

Non-Contact Rules

All games will be non-contact/non-checking. Atthe discretion of the referee, a player can be assessed a MINOR or MAJOR penalty for blatant abuse of the non-contact rule.

League Meeting and Draft Dates

Draft: The 3rd Saturday of September at 7 PM at the Clinton Arena

Summer Meeting the 3rd Saturday of August at 12 PM at the Killabrew Saloon - $500 deposit due.

Spring Meeting: The 3rd Saturday of February at 5 PM at the Clinton Arena in the Kane Room.

Slap Shot

There will be NO SLAP SHOTS allowed in league play OR DURING WARM-UPS. A slap shot shall be ruled whenevera player’s stick is above the waist in an attempt to hit the puck toward the goal or in clearing the puck. In the event of a ruledslap shot (or “faked” slap shot), play will be stopped, and the ensuing face off will be held at the offending team’s defensive zoneface off dot. A MAJOR penalty will be assessed to any player who injures another player as a result of a slap shot.

High Sticking

High sticking shall be ruled anytime a player attempts to or makes contact with the puck above the normal height of the shoulder.A MINOR penalty shall be assessed to any player who makes contact with an opposing player’s helmet with their stick. Otherhigh sticking infractions shall result in a face off held in the offending team’s defensive zone.

Minor Penalties

Any player who receives three penalties in a game will receive a mandatory game misconduct penalty. Abusive players who are ejected from a game will be asked to leave the Clinton Arena. Suspended /ejected players are not allowed in the team bench areas.

FIGHTING

Fighting of any kind will not be tolerated. Any player assessed a “FIGHTING” penalty will receive an immediatemandatory 4 game suspension. A FIGHTING penalty will be assessed to any player who in the courseof an altercation throws any number of punches, regardless if he is the attacker or the defender in the situation. Any player dropping their gloves will be given a fighting penalty.

PENALTY MINUTE RULE

3 minor penalties in one game, will result in an automatic game misconduct, but not a suspension.

20 minutes of penalties a one game suspension.

30 minutes of penalties a two game suspension

SUSPENSION RULE

Any player receiving a major penalty, game misconduct or game disqualification will automatically be suspended for a minimum of 1 (one) game. The suspension will be enforced at the player’s next game.

Players may be brought up for review for possible disciplinary actions or expulsion from the league.

By league management for any of the following reasons:

  • Overly aggressive or combative nature on the ice
  • Inappropriate behavior on or off of the ice (lobby, locker room, parking lot)

League Management

Commissioner – is responsible for the general administration and operation of the league.

Hockey Director – is responsible for Captain’s correspondence, policy interpretation/execution, (Jon Lamb) and disciplinary problems that may arise.

Scorekeeper – is responsible for scorekeeping and posting stats on the website.

Secretary – is responsible for ensuring accurate minutes of meetings are taken.

Treasurer – is responsible for collecting monies and paying bills.

Minutes From The Summer Meeting In August of 2013 Run By Jeff Baker

If any franchise player does not play in a game during the regular season he will not be able to return to the league.

Team Uniforms: Each player must have a team jersey by the first Saturday of January or they will be suspended for the season.
