A team of officers of Special Cell led by Inspr. Lalit Mohan Negi under the supervision of Sh Sanjeev Kumar Yadav, ACP has apprehended a notorious and desperate criminal Sartaz (aged-29 years) r/o Meerut, UP. He is involved in 8 cases of attempt to murder, attack on police team, car jacking and motor vehicle thefts. Arms and ammunition have been recovered from their possession.
On 24/07/2008 specific information was received in Special Cell that Sartaz would be coming near Old fort in Delhi to meet his associate in the evening. A trap was laid and at about 8.00 PM Sartaz was spotted and apprehended from there. One country made pistol of .315 bore along with two live cartridges were recovered from accused Sartaz. A case under the appropriate sections of law was registered at PS Special Cell , Lodhi Colony, New Delhi.
Some of the sensational involvements of Sartaz are:-
1. He was arrested in Arms Act case at PS Surajpur Distt. Noida UP in 2004. One case of Motorcycle theft and one case of Attempt to murder was worked out.
2. Accused Sartaj along with his associates Javed, Irfan and Shahnawaz were arrested in case FIR 504/07 dated 9.10.2007 u/s 25 Arms Act PS Sector 39, Noida, UP and one case of Motor Cycle theft and one case of Car Jacking was worked out.
3. He was arrested in PS Kotwali, Hapur, UP in year 2005 in Arms Act case. One case of Motorcycle theft and one case of Attempt to murder was worked out.
4. Accused was conspiring two contract killings i.e one with Munna @ Haji lodged in Dasna jail in a murder case for conspiring to kill a witness so that they may not depose against him and another killing was being conspired at the behest of Ikbal r/o Mahalwala, Distt. Meerut. Sartaz was offered Rs. 4 lacs for a the killing.
Further investigation is in progress.

A DESPERATE GANGSTER CARRYING REWARD OF 50,000/- ARRESTED
(SALEEM PEHALWAN MURDER CASE)
With the arrest of Rahis Ahmed @ Langra @ Arshad @ Habib aged 32 years s/o Hasinuddin r/o V-145, Gali No.19A, Vijay Park, Bhajan Pura, Delhi carrying a reward of Rs. 50,000/-, North East District police have conclusively worked out the case of murder of Saleem Pahalwan that took place in the area of P.S. Bhajan Pura on 30.04.08. He was the last absconding criminal to be arrested in this sensational case.
He has been found involved in 15 cases of Dacoity, Murder, Robbery, Snatching, Theft, Arms Act etc. of various police stations of Delhi.
INCIDENT & TEAM
On 30.04.08, one Salim Pehalwan of Kardampuri, Delhi was gunned down at Yamuna Vihar. He was rushed to GTB Hospital where he was declared ‘Brought Dead’. From the spot of offence, one Bullet Motorcycle and one fired bullet were recovered. Subsequently, case FIR No. 164/08 u/s 302/120-B/34 IPC was registered at P.S. Bhajan Pura.
A team consisting of Shri Data Ram ACP/Seelam Pur, Inspr. Raj Kumar Sharma SHO/Bhajan Pura, Inspr. Law & Order Birender Kumar, HC Satpal, Ct. Subodh, Ct. Lalit and Ct. Nathu Ram was constituted under the supervision of the undersinged.
INVESTIGATION & INTERROGATION
During the course of investigation, four accused persons namely (1) Mohd. Akeel @ Don s/o Mohd. Javed r/o C-25/28, Gali No.3, Chauhan Banger, Delhi; (2) Azhar @ Raja Thakur s/o Maqsood r/o WZA-108, Gali No.11, Uttam Nagar, Delhi; (3) Tasleem Ahmed s/o Mohd. Jaki r/o 958, Gali Patana Wali, Ballimaraan, Delhi and (4) Saleem @ Akram @ Santosh s/o Mohd. Aslam r/o Vill. Sheetal, Barely, UP were earlier arrested in this case and one desi katta used in the commission of offence, had been recovered.
The interrogation of these accued persons further revealed that they along with their associates (1) Irshad Khan @ Guddu Choudhary @ Wakeel s/o Aitraj Khan r/o Gali No.16, Kardampuri and (2) Rahis Ahmed @ Langra @ Arshad @ Habib s/o Hasinuddin r/o V-145, Gali No.19A, Vijay Park, Bhajan Pura, Delhi work for Anwar Thakur Gang of Meerut, UP who is undergoing a sentence of life imprisonment in Tihar Jail. Saleem Pehalwan and Naeem Pehalwan had allegedly defamed their gang leader Anwar Thakur by passing unsavory remarks. Therefore, they wanted to take revenge from Saleem Pehalwan and Naeem Pehalwan. On 30.04.08, they all gathered near Delite Cinema, Turkman Gate and reached in the area of Yamuna Vihar in a Maruti Zen car where Akeel and Saleem fired upon Saleem Pahalwan and all of them fled from the spot.
Even after the arrest of four accused persons in this case, remaining accused persons Guddu Choudhary and Rahees Ahmed evaded arrest. The police team conducted raids at all possible hideouts but none of them could be arrested. Consequently, proceedings u/s 82 Cr.PC were also initiated against them and a request for declaration of reward on both the accused person was also sent to Police Headquarters. As a result of which Rs. 25,000/- was declared on Guddu Choudhary and Rs.50000/- was declared on Rahees Ahmed @ Langra considering their desperateness.
The police team mounted pressure on both the criminals from all possible sources. Even the scientific modes of investigation were also used and it gave fruitful results and one accused Guddu Choudhary was also arrested by the staff of North East District. Still Rahees Ahmed could not be arrested despite all efforts.
On 24.07.08, a secret information was received that gangster Rahees Ahmed would come at Kardam Puri Pulia Bus Stop, 66’ Road. The police team immediately swang into action and a trap was laid and Rahees Ahmed was apprehended. He is a dreaded and desperate gangster of Anwar Thakur Gang and involved in 15 cases of Dacoity, Murder, Robbery, Snatching, Theft, Arms Act etc. of various police stations of Delhi. He is an active B.C. of bundle ‘A’ of P.S. Bhajan Pura.

He is unmarried and having three unmarried sisters in his family. He is a dreaded gangster having previous involvement in 15 cases of Dacoity, Murder, Robbery, Snatching, Theft, Arms Act etc. of various police stations of Delhi. He is an active B.C. of bundle ‘A’ of P.S. Bhajan Pura.

ALERTNESS OF PUBLIC LEADS TO THE ARREST OF AUTO-LIFTER
On 24.07.08 at 8:15 PM, one person was apprehended by the alert public while he was escaping after stealing a two-wheeler scooter LML Star from outside the house of complainant Ajay Bhatia at Jammu Mohalla, Maujpur. He was handed over to the police. His identity was disclosed as Tosif s/o Atiq r/o C-204/11, Gali No.2, Chauhan Banger, Seelam Pur, Delhi.

AUTO-LIFTERS ARRESTED BY THE VIGILANT COPS
On the night of 23.07.08, staff of P.S. Seelam Pur i.e. ASI Gaje Singh, ASI Satyapal Singh, ASI Satyavir Singh, HC Virender Singh and Ct. Pramod Kumar were performing night patrolling in the area of Shastri Park. Meanwhile, they got a secret information that two boys were present at DDA Park slop and they were in possession of a stolen motorcycle. The police team immediately raided there and apprehended two boys with a motorcycle Hero Honda. On verification, it was revealed that the motorcycle has been stolen from the area of P.S. Kashmiri Gate, Delhi.
The identity of the boys was disclosed as (1) Suresh aged 22 years s/o Murari Lal r/o Gali No.2, Kali Ghat, Wazirabad, Delhi and (2) Saleem aged 22 years s/o Sharafat Khan r/o Chauhan Patti, Naseeb Vihar, Loni, Ghaziabad, UP. During interrogation, they disclosed that they along with their associate Krishna used to racky the lonely places where motorcycles were parked. Thereafter, their associate Krishna who is expert in breaking the locks, broke the locks of the motorcycle and fled away with the stolen motorcycle.
At their instance, another three motorcycles Bajaj CT-100, Bajaj Discover and Hero Honda Splender have been recovered from their possession which are yet to be linked. Efforts are on to arrest their associate Krishna.

FIVE PROCLAIMED OFFENDERS ARRESTED IN 24 HOURS

During the special drive launched by North District Police to apprehend the Proclaimed Offenders, special teams formed in this regard has apprehended five Proclaimed Offenders in last 24 hours.
1. Suresh @ Babloo, aged 32 years s/o Partap Singh r/o Village Badkhalsa, District Sonipat (Haryana) was apprehended by H.C. Dinesh Kumar and H.C. Yogender of P.S. Chandni Chowk, Delhi from Barf Khana Chowk at 9:00 p.m. on 24-07-2008 on the basis of a secret information. Suresh @ Babloo had been declared proclaimed offender by the court of Sh. Rajneesh Bhatnagar, ASJ, Tis Hazari Court on 13-02-2004 in a case of murder cum robbery of the year 1998 of P.S. Narela, Outer District, Delhi in which the P.O. / accused along with his accomplices namely Ranbir and Dharmender had murdered the driver of a TATA Sumo and robbed the said vehicle at Karnal by pass. He had also previously been involved in two cases of M.V. thefts and one case of Arms Act of P.S. Kamla Market, Delhi. He is a main rival of ‘Anil Bhagte Gang’ and had been instrumental in the said gang war.
2. Bimla, aged 50 years w/o Raju r/o Ganga Vihar, Gokalpuri, Delhi was apprehended by H.C. Dinesh Kumar and H.C. Yogender of P.S. Chandni Chowk, Delhi from the area of P.S. Subzi Mandi, Delhi on 24-07-2008 at 12 noon on the basis of a secret information. Bimla had been declared proclaimed offender by the court of Sh. Jagdish Kumar, MM, Tis Hazari Court on 21-09-2007 in a case of Excise Act of P.S. Kotwali of the year 2004. She had previously also been involved in a case of bootlegging of the year 1997.
3. Mohd. Shabuddin, aged 26 years s/o Gor Ali r/o JJ Colony, Bawana, Delhi was apprehended by H.C. Dinesh Kumar and H.C. Yogender of P.S. Chandni Chowk, Delhi from bus stop Jama Masjid on 24-07-2008 at 6:45 P.M. on the basis of a secret information. Mohd. Shabuddin had been declared proclaimed offender in two cases (one of the year 1997 of outraging the modesty of woman of P.S. Kotwali and another of the year 2003 of NDPS Act of PS Kotwali) by the courts of Sh. Ajay Goel, MM, Tis Hazari Court and Sh. R. Kiran Nath, ASJ Tis Hazari Court on 18-04-2006 and 21-10-2005 respectively. He had previously also been involved in a case of theft of P.S. Alipur, Outer District, Delhi.
4. Rajesh, aged 33 years s/o Baljit Singh r/o 5433 New Chandrawal, Delhi was apprehended by Ct. Yogender Giri of P.S. Roop Nagar, Delhi from his house on 24-07-2008 at 2:30 A.M. on the basis of a secret information. Rajesh had been declared proclaimed offender in a case of cheating and NI Act by Sh. L.K. Sharma, MM Tis Hazari Court.
5. Ashok Aggarwal, aged 40 years s/o Nandu Mal r/o Mandir Wali Gali, Dadri (U.P.) was apprehended by Ct. Yogender Giri of P.S. Roop Nagar, Delhi from the area of P.S. Subzi Mandi on 24-07-2008 at 11:00 a.m. on the basis of a secret information. Ashok Aggarwal had been declared proclaimed offender in a case of planning to commit dacoity of the year 2007 of P.S. Lahori Gate, Delhi on 15-02-2008 by the court of Sh. Jadish Kumar, MM Tis Hazari Court, Delhi.
In the wake of this exercise to apprehend the Proclaimed Offenders, from 01-01-2008 to 24-07-2008, North District has apprehended total 183 proclaimed offenders out of which 118 Proclaimed Offenders are of different police stations of North District and 65 Proclaimed Offender are of different police stations of other districts of Delhi.
The drive is still under progress.
