Initial Registration Of An Imported Motor Scooter 125cc And Below
Requirements:
1. SOFA ID/ CAC, SOFA motorcycle permit with M/C endorsement Category I and II (125cc or less), a copy of current Orders.
2. The motorcycles stateside title or any official document that shows the VIN.
3. Japanese Compulsory Insurance (JCI). This is a mandatory basic-level insurance for motor vehicles operated in Japan. Since your motorcycle will be registered for the first time in Japan, you are required a minimum of three years coverage.
4. Property Damage Insurance (PDI) sometimes referred to as American Insurance or Liability Insurance, is required.
Steps:
1. Report to the Information Counter at the Joint Service Vehicle Registration Office (JSVRO), Camp Foster building 5638, with all the required paperwork listed above. A registration clerk will fill out a Vehicle Registration Worksheet and Statement of Responsibility for you to sign. By signing this paperwork, you accept responsibility as far as keeping your vehicle in good condition and fulfilling the required inspections and base registration updates. The JSVRO clerk will make copies of your SOFA ID/ CAC and you M/C SOFA permit for record.
2. You will then go to the city office located near your current duty station. This is where you will be issued a Japanese Title and GoJ license plate(s).
3. Attach the license plate to the scooter and drive back to JSVRO. Proceed to the rear building and go to AAFES Window 6 and pay $8.50 the inspection fee. You will be directed to Lane 5 where the safety inspection will be completed.
4. Once you pass the safety inspection, go back inside JSVRO and proceed to the SOFA Update Counter where you will receive your Military Registration (DD430).
5. Finally, drive the M/C to Lane 2 behind JSVRO to receive a road tax decal.*
*You are not required to pay road tax for the initial Japanese fiscal year. In the following month of April, which is the start of the Japanese fiscal year, you are required to make the annual road tax payment. *
