Ministry of Rural Rehabilitation and Development invites all eligible bidders to participate in bidding process of Construction of Yari Reservoir in Different village of Chah-ab District, Takhar Province and submit their sealed bids according to the terms and conditions of standard bidding document (SBD). A complete set of Bidding Documents English may be purchased by interested Bidder upon payment of a non refundable fee 1000 AFN in accordance with provisions of procurement law and rules of procedures from date of publication of notice to 32 days.

Receiving of Standard Bidding Documents (SBDs) and submission of Bids will take place up to 22 July 2017 at 14:00 the last deadline for submission of bids. Late bids and electronic bids will not be accepted.

Bid security will be (bank guarantee) and qualification requirements include:

Qualifications requirements include:

1.  The minimum required annual volume of construction work for the successful bidder in any one of the last five years shall be 495,000.00 (USD).

2.  Experience as prime contractor in the construction of at least one Similar works during the last five (5) years of value 270,000.00 (USD) (to comply with this requirement, works cited should be at least 70 percent complete);

The essential equipment to be made available for the contract by the successful Bidder shall be:

1.  Water Pump - 02 Nos.

2.  Concrete mixer - 02 Nos.

3.  Concrete Vibrator - 02 Nos.

4.  Excavator 01 Nos

5.  Total Station 01 Nos

6.  Level Machine - 01 Nos.

7.  Vehicle - 02 Nos.

8.  Generator - 02Nos.

9 Dump Truck -03Nos

Bidders are allowed to propose different equipment with sufficient information to establish that their capacity is equivalent or more than the above.

4.  Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than the amount 112,500.00 (USD).

For detailed post qualification verification please refer to SectionI. - Instructions to Bidders and Section II- Bid Data Sheet of the bidding documents. A margin of preference for eligible national contractors/joint ventures shall not be applied.

For the purpose of calculating the annual volume of construction works, contract value, and assessed bid capacity the net present value of the previous years turn over shall be calculated as stated in ITB 32.3.

8. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 1000 AFN. The method of payment will be cash. The Bidding Documents shall be collected by the bidders from the address below.

9. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on 04 July 2017 at 10:00 Hrs, in the meeting room of the office of Deputy Programmes Minister- CARD-F Office-MRRD, Kabul, Afghanistan, to clarify issues and to answer any matter that may be raised at that stage. Attendance in the Pre-bid meeting is not compulsory.

10. Bids must be delivered to the address below at or before 22 July 2017 at 14:00. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below on 22 July 2017 at 14:00, hours Kabul local time. In case the deadline date for bid submission/ opening is declared a holiday for the Employer, the bids may be submitted up to the specified time on the next working day.

11. All bids shall be accompanied by a Bid Security of 9,000.00 (USD) issued by a bank acceptable to the employer (bank guarantee) included in Section X Security Forms
