Background

The Queensland Government is committed to reinvigorating Queensland’s vocational education and training (VET) sector and rebuilding Queensland’s reputation as a quality training system.The Working Queensland jobs plan is the overarching policy framework aimed at supporting and creating jobs into the future. It contains a suite of initiatives to affect positive change for Queensland, including targeting investment in skills and training to increase the productivity of Queenslanders.

The success of Queensland’s VET sector relies in large part on the quality of the registered training organisations (RTOs) providing services to Queenslanders. Government subsidised training must provide pathways into the labour market and result in measurable job outcomes. This requires RTOs with strong connections to industry and a genuine commitment to delivering effective training experiences that ensure graduates will be productive within the workplace.

This proposal provides industry with the opportunity to submit evidence to the department to:

  • seek funding of new apprenticeship and traineeship qualifications already declared in Queensland
  • request a change to the Government priority of currently funded apprenticeship and traineeship qualifications
  • seek funding in current Training Package Qualifications or request a change to the government priority of currently funded qualification/s.

Section 2. User Choice 2016–2017 Program
Priority for Investment
2.2 / The Department of Education and Training will consider proposals relevant to entry-level pathways only and subsequently proposals are limited to:
  • Priority One (100 per cent subsidised) – Priority One are those qualifications which lead to occupations identified as critical priorities as identified in the Queensland Skill Shortage List or its equivalent as designated by the department.
  • Priority Two (87.5 per cent subsidised) –Priority Twoare thosequalifications which lead to occupations not on the Queensland Skill Shortage List or its equivalent as designated by the department, but are identified as high priorities which demonstrate a high level of occupational links with skills development and are required to meet legislative requirements related to skills.
  • Priority Three (75 per cent subsidised) – Priority Three are those qualifications which lead to occupations not on the Queensland Skill Shortage List or its equivalent as designated by the department, but are identified as medium priorities which demonstrate a lower level of occupational links and are not required to meet legislative requirements related to the skills.

Qualification details
The department will consider proposals limited to qualifications that align to government objectives, and the skills needs of industry, including national and state skill shortages, together with industry advice.
For the Higher Level Skills program, qualifications that may be prioritised for funding are at the Certificate IV, Diploma or Advanced Diploma Level and are aligned to critical occupations identified by industry and government as a priority. Note: Funding requests for VET in Schools is contained in Section 4 of this Industry Proposal.

User Choice 2016–2017 Program and Queensland Training Subsidies List
In addition to the relative priority of the qualification, the department will only consider funding where industry is able to provide sufficient evidence of the demand from employers to recruit apprentices, trainees and other students where the VET system has the existing capability to respond to this demand through RTOs.
The department is unlikely to consider proposals where a minimum of 20 commencements per year in each apprenticeship, traineeship or qualification cannot be demonstrated by industry, as this creates ‘thin’ markets where the supply of quality training cannot be guaranteed at a cost that represents value for money for Queensland.
This Section (5) is only required where the relevant qualification/s are not funded and the industry is seeking the allocation of funding.
5.1 / Provide a description of the likely demand for commencements in the qualification/s requested for funding, including any statistical information demonstrating the size of the potential market, any drivers for recruitment and the key employers or industry peak associations that will promote the market.
5.2 / Employer support — attach letters of support from employers detailing the proposed recruitment levels into these qualification/s during 2016–17.
5.3 / Provide details of the registered training organisations that have expressed interest in supplying training and assessment services for apprenticeships, traineeships and other qualification/s, and can meet industry’s delivery requirements.
