  4. Taylor Zabel: Welcome to the finance meeting, many new faces in the crowd. I appreciate you being. Here is an overview and breakdown of this committee – sometime in January and February, the subcommittee will post all of these online. Money that is left over will be sent to the unallocated account which we will be using. For the people that have an agenda, last page will have a cash flow which shoes the amount of money in the cycle. Once approved thee allocations will be deducted. Finance is also in charge of block and line process; therefore, also look at block funding, line item is something that we do to prevent overflow of funding requests. Groups know that they need funding for the next fiscal year, this is how we take that into account. Finance committee will be live streamed for this cycle.

  7. Dylan Jones: Hi hows it going. I am a sophomore in political science. Here is a short presentation on Robert’s Rules. Also for returning senators, sign ups for mentorship programs are here.

  9. Dylan Jones: *Robert’s rules presentation* - Henry Robert wrote the book, principles – right to vote is for members, one motion at a time, majority rules, sometimes a 2/3rds majority. It also gives majority and minority a chance to present with legally. This is the hand signals that starts a motion, *explaining about other motions and how to move into a motion and a debate*, then there is voting on a process of going into voting and after that the chair will announce the results. *graph of all possible motionsamd what they are used for, to table something is to set it off at the bottom of the agenda, to postpone is kinda the same of the tabling but need a specific date to table and at the end of robert's rules, if we ever come to a time of confusion, we will always to relate back to the text.   10. Nitin Kanukolanu: Hi guys, I am the secretary which basically means I will be taking notes of everything that is said in this meeting on my computer. I was a senator last year but I am just involved with this committee this year.

  12. Aaron Quisenberry: Welcome to finance committee. I have a handful of responsibilities and do a ton of budget work, if it wasn’t clear, the committees meet every other week and then whatever goes on in finance will go to the full senate the next Wednesday. The basic stuff with general funding, event funding, line item, the education opportunity fund, every student pays $455 that required campus fees, where does it go? Bus system, kansan, rec center, etc – take $455 times 25000, that is millions of dollars that goes into budgeting. Old-timers go easy on the newcomers, take an interest in being part of committees, next thing you know you can be in a committee and learn about the big 12 realignment, you never know with this stuff. Taylor Zabel: Allyssa come up and introduce the bill. *Explains how to say positive or negative speech* If there are errors in bills but don’t change the intent of the bill, we can use a friendly to adopt a change in the bill without changing the intent of the bill. Any questions about parliamentary procedure while Allyssa is getting set up?
  29. Allyssa Castilleja: As it stands now we can only fund groups that are open to all students but Stephonn wanted us to look at the funding code. Taylor and I went through the funding code this summer and Stephonn helped a lot as well. Basically the only change we are making is the groups that are primarily multicultural can charge dues and receive funding.
  30. Taylor Zabel: Model of BSU, underrepresented groups can still charge dues to vote but not to be members because of low funding available to them. We also looked at halo and other groups and basically make sure that nothing can come against them when they try to get funding. There are also some amendments that need to be made.

  33. Chance Maginness: the term primary, how are we defining that because it’s a broad definition.
  34. Taylor: It is to advocate for multicultural like BSU, AASU, FNSA, HALO
  35. Chance Maginness: Follow up, can we record that into the minutes.
  36. Chance Maginness: Brief Preface and second question, isn’t there some sort of state law that required it to be all studetns.
  37. Allyssa Castilleja: State money, some states have rules that states that funding cant be allocated if the organization is not open to all students, but this isn’t in Kansas.
  38. Sophia Templin: why not all groups, why just multicultural?
  39. Taylor Zabel: We considered this, may want to adopt later on but wanted to target multicultural and underrepresented groups.
  40. Allyssa Castilleja: It is open to multicultural groups open to all students still but would not be able to fund groups like greek groups.
  41. Sophia: Follow up, how are we classifying “primarily” multicultural
  42. Allyssa Castilleja: Multicultural is defined in SSR.
