Job Title:Business Manager

Reports to:Director of Finance

Terms of Employment:52 weeks

Job Summary:Provides support to the Director of Finance, managementandleadership in business planning, accounting, purchasing, budgeting, fiscal reporting, payroll, risk management, and other identified financialprocesses of the Portage Public Schools. Work is performed in accordance with Governmental Accounting Standards Board guidance, federaland state regulatory agencies, and other statutory requirements.

Essential Duties and Responsibilities:

  1. Assist in the development of budget for internal discussion and adoption. Communicate short term changes that may have an impact on long term forecasts.
  2. Review budget and actual costs during the year, communicate significant short term changes to Director of Finance and lead the preparationof budget amendments during the school year.
  3. Monitor all accounting activities in General Fund, Building Site, Bond Construction, Food Service and Internal Funds. Prepare account reconciliations when required.
  4. Coordinate two (2) membership count(s) which provide the majority of General Fund revenues.
  5. Conduct activities to prepare for the District’s independent audit. Identifies and completes internal audit projects with assistance of other business office personnel.
  6. Act as an adviser to the Director of Finance on questions relating to the business office personnel and financialaffairs of the District.Work to ensure that the business office operates in a manner consistent with District standards of service.
  7. Shared responsibility for maintenance and enhancement of information systems for accounting, budgeting, payroll, inventory, and purchasing; identifies areas needing improvement.
  8. Provide staff with support, resources, information, and training as needed to carry out the priorities of the organization and department.Lead multiple projects and support/motivate effective teamwork to produce quality services.
  9. Monitor payroll to obtain information for budgeting purposes.
  10. Assist in recruiting, hiring, training, supervising, and evaluating of business office staff.
  11. Monitor all state and federal grants, prepares grant reimbursement requests and final expenditure reports.
  12. Perform other duties as assigned by the Director of Finance or Assistant Superintendent of Operations.

Education, Experience, Knowledge, Skills, and Abilities:

Knowledge of public school finance, budget procedures and policies is required. Demonstrated ability to work effectively with school personnel, building administrators, teachers, and community members. The ability to

present and deliver analytical data in an articulate manner to a variety of audiences, including oral presentations and written reports. Must be able to work effectively in a collaborative culture.

  • Bachelor’s Degree with Accounting Major.
  • 5 to 7 years of accounting experience.
  • Certified Public Accountant (CPA) or CPA candidate preferred.
  • Michigan School Business Officials Chief Financial Officer or Business Office Manager certification preferred.
  • Excellent oral and writing skills.
  • Strong organizational and analytical skills.
  • Excellent attention to detail.
  • Skilled in use of Microsoft Office Suite of programs, particularly Excel, Word, and PowerPoint and school financial reporting software. Experience with Skyward a plus.

Working Conditions:

  1. Climate controlled office with moderate noise levels
  2. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work
  3. Frequent walking, standing, stooping, lifting.
  4. Frequent operation of office equipment is required.
  5. Regular contact with staff members in person and by phone is required.
