4. Framework of the event:

The International Business Summit will consist of two parts: congress and exposition. In the first part the participants will discuss the problems of Russian business and investment climate in the country. The exhibition part including International Industrial Show «New investments from the projects to development» - will be dedicated to presentations of the investment projects of the Russian Federation entities, proposals for new possible investments of the capital, technology, knowledge, business with the aim of further development of industrial production of Russia, presentation of the investment product of the residents of petrochemical and automotive clusters, medicine and pharmaceuticals, IT-cluster. The achievements and potential of Nizhny Novgorod region and Volga Federal District, the investment conditions in the Russian regions will be also presented at the exhibition.

The International Business Summit will be open for three full working days.

The exhibition’s opening and the plenary meeting with the participation of the first persons of the Summit will be held in the framework of the first working day.

After the plenary meeting and on the second day of the Summit, the agenda foresees four discussion panels:

regional projection of the investment climate;

priorities of the investment policy: business view;

challenges of the new industrialization: technology and personnel;

Government and business: cooperative model.

Сrowdsourcing will become a part of the discussion panels, as well as business games will be organized in order to determine the most effective models of personnel training, for attracting direct foreign investments, adoption of modern technology and maintaining an effective dialogue between business and government.

On the final day of the Business Summit there wouldn’t be any conventions. (Only exhibition’s closing).

During the Summit communication platforms are to be opened to stimulate direct dialogue between entrepreneurs, investors, experts and representatives of public authorities.

Receptions of foreign business missions from Belgium, Switzerland, UAE, Germany, France, Spain, Italy, China and Japan are to be held.

6. The Organizer:

TheGovernment of Nizhny Novgorod with the support of the Russian Federation Government.

7. Target audience of the Summit:

• Residents of innovative and industrial clusters and special economic zones;

• Owners of small and medium high-tech companies (including clients of the Agency of strategic initiatives and Skolkovo);

• Heads of the secondary and higher education establishments;

• Heads of the executive authority of the Russian Federation, responsible for attracting investment to the region;

• Heads of state and international development institutions (VEB, Russian Direct Investment Fund, Russian Agency for Export Credit and Investment Insurance, Skolkovo, etc.);

• Managers of the foreign companies and the largest investment funds (including hedge funds, pension and insurance funds).

8. Purpose:

To set an unprecedented level of B2B type of events. The International Business Summit 2012 will serve as a central platform for regions` business activity, communicative tool for directing of interregional investment flows.

9. Tasks:

• To attract direct investments into Nizhny Novgorod region by promoting the competitive advantages of the area (industrial and innovative clusters, individual companies);

• To establish collaboration between Nizhny Novgorod entrepreneurs with Russian and foreign investors;

• To draw foreign and Russian partners (from other Russian regions) for cooperation with the companies of Volga Federal District;

• To provide business to business dialogue for the benefit of the society and the state;

• To develop the cluster structure of regional economy;

• To display the investment potential of Nizhny Novgorod region for Russian and foreign investors (to attract investments in order to implement a comprehensive investment plan in the region for the period up to 2015);

• Discussion on the best Russian practices: training of specialists for industrial production, attraction of investments for the development of regional infrastructure, cluster management;

• The definition of “bottlenecks" in regional business (investment) climate by using «crowdsourcing» (collecting and summarizing the views of representatives of business community).

• Breakfast sessions with investors and representatives of the authorities, specialized in medicine, information technologies, and pharmaceuticals;

Business lunches with entrepreneurs and investors, specialized in automobile industry, agriculture, petrochemicals;

13. Final documents.

A final resolution, summarizing all recommendations of the business community (including international investors) for improving the quality of the investment climate in Nizhny Novgorod region and in Russia in general will be prepared in accordance with the results of the Summit. In addition, it is planned to provide a review, containing the best Russian practices in such spheres as: specialists training for industrial production, attraction of investments and regional infrastructure development. This review will be presented at the Committee on enhancing of Foreign Investments under theauspicesof the Chairman of the Russian Government. It is planned to have a series of articles in the leading federal media on the Summit results.
