JOB OUTLINE
- To drive and lead Barrhead HA, Williamsburgh HA and where appropriate, FLAIR’s community development and wider role activities.
- To assist the regeneration of Barrhead HAand FLAIR communities by securing funding and developingprojects in areas such as community capacity,access to employment, training and business development/social economy.
- To develop effective partnerships with relevant organisations.
- To line manage and develop project staff where appropriate.
- To report to our Governing Board and funders on community regeneration projects, outcomes and activities.
RESPONSIBILITIES IN DETAIL
- Wider Regeneration and Community Development
- Continue to develop the Association’s wider community regeneration strategy and prioritise our action plans for our activities in supporting local communities, particularly in the more marginalised, disadvantaged or excluded
communities.
1.2Develop with partners, activities that go beyond the provision and management of housing with the aim of improving the economic, social
and environmental circumstances of the local communities where we operate.
1.3Develop through assessment of training and support, toother relevant
staff where appropriate, to maintain close working relationships with statutory and voluntary agencies.
1.4Promoting the use of community development techniques and group work skillsfor both staff and governing Board members.
1.5To provide a relevant wider community regeneration input to any other strategic documents or plans.
1.6Work closely with appropriate staff on community capacity building programmes in the local communities.
- ResourcingWider Community Regeneration
- Act as lead officerwith responsibility for liaisonwith the Scottish Government’s funding programmes, for all wider role activities.
- Act as the main point of contact between the association and all partner and funding organisations.
- When required, assist local groups with, or make on behalf of the association, applications for funding for wider community regeneration projects.
- Manage, distribute and monitor applications and funds from the Association’s general wider community regenerationfund.
- Maximise external funding opportunities for wider community activities and projects.
- Monitor and evaluate wider regenerationprojects.
3. Develop Effective Partnerships
3.1Work closely with residents, external agencies, local business and others
to understand needs, identify opportunities and develop plans, proposals and funding bids.
3.2Represent Barrhead Housing Associationand FLAIR on various local forums, networking effectively and play an influential role in defining and delivering “joined up” regeneration activity.
4.Individual Projects
4.1Project manage the Association’s specific existing and new projectstaff , where appropriate.
4.2Supervise the recruitment and induction of staff; managing staff including
staff appraisal, training, development and welfare.
4.3Oversee the development of the Association’s specific project outcomes and activities, including budget monitoring
4.4Support any staff members in drafting project plans and actions plan specific to the activities.
4.5Monitor progress with any other relevant action plans.
5.Wider Community Regeneration Governing Board
5.1Report to the Association’s Governing Board in accordance with
priorities, objectives and strategy for community regeneration
6.Performance Standards
6.1 Contribute to an organisational culture that embraces performance
standards outlines by the Scottish Social Housing Charter, and the wider
regulatory framework from the Scottish Housing Regulator.
6.2 Ensure compliance with relevant best practice and requirements in relation
to any National Standards, for instance, in welfare rights and money
advice;and the FinancialConduct Authority’s regulatory framework.
7.Other
7.1Participate in the widervoluntary housing movement, networking, etc.
7.2Attendance at conferences, seminars and other events.
7.3 Keeping up-to-date on legislation and the development of the wider
housing and other relevant policies and advising the Association/FLAIR on any changes required.
7.4Any other duties, which may be required from time to time in line with the
needs and objectives of the Association.
8.FLAIR
8.1Participation by FLAIR partners will be developed and where appropriate agreed by provision of a Service Level Agreement.

- Experience of strategic policy development
- Experience of successfully applying for funding
- Experience of effective project management and staff supervision
- Experience of meeting project outcomes, monitoring and meeting targets
- Experience of working with a range of stakeholders and partners
- Experience of effective consultation and building community capacity
- A relevant degree qualification
