Requires the ability to work overtime, overnight, and or weekends during emergencies and disasters.
TIME-LIMITED FULL-TIME
This Grant manager position is responsible for the interpretation, enforcement and communication of State and Federalgrant guidelines and policies to ensure proper fiscal and administrative management of U.S. Department of HomelandSecurity grant funding. This position performs a leadership role in coordinating grant funding with federal, state and localauthorities and other homeland security stakeholders. TheGrant Manager, through the process of documentary researchusing specialized databases, INTERNET resources and subject matter experts, provides strict interpretation of grantguidelines to stakeholders. This position keeps all federal, state, local and other homeland security stakeholders apprisedof grant requirements and compliance using fiscal analysis and tracking tools in preparation of periodic and ad hocreports. Travel will be required to conduct site monitoring visits and desk-top audits with sub-grantees. During activationsof the State ECO, this position will be assigned duties in the Planning Section. Overnight travel, overtime, weekend work will be required
Knowledge, Skills and Abilities / Competencies:
Position requires knowledge of analytical grants management techniques applied in the research and analysis of information pertaining to governmental programs and operations.Must have excellent computer skills; particularly with Microsoft Excel and Access. Applicant must have knowledge/experience or the ability to learn analytical grants management techniques and apply same to research and analysis of information pertaining to government programs and operations. This position needs an understanding of the principles of emergency management, grant management practices, and effective program management. Needs ability to interpret laws, regulations, policies, procedures and data sources. Ability to analyze situations accurately and to adopt effective courses of action based uponcircumstances. Must be able to effectively communicate with public officials, contractors, homeland security stakeholders and others.
Minimum Education and Experience Requirements:
Graduation from a four-year college or university and three years of experience, preferably in a field related to the specific program assignment; or an equivalent combination of training and experience. . . . .
MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS FOR A TRAINEE APPOINTMENT:
Graduation from a four-year college or university; or an equivalent combination of training andexperience.
MANAGEMENT PREFERENCES: Emergency Management internship
Proficient in Microsoft Office Software(Access, Excel, Power Point, Word) and other computer-based programs, as needed.Working knowledge of Emergency Management, National Incident Management System, Incident Command System, National Response Framework, and National Preparedness Guidelines
