NOTICE OF RACE

1RULES

1.1The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

1.2The Rules for JSA of LIS (JSA) Events, JSA Code of Conduct and US Sailing SafeSport Handbook will apply.

1.3The following RRS optional rules will apply:

a.Appendix T, Arbitration, will apply.

b. Appendix V2, Penalty Taken After a Race, will apply.

1.4The Racing Rules of Sailing (RRS) listed below will be changed as follows. The sailing instructions may also change other rules.

a) Rule 64.4 (b) is changed to require a hearing before any action is taken.

b)Rule 61.1(a) is changed so that “A boat intending to protest about an incident that occurs in the racing area shall notify the Race Committee (RC) finish boat of her intention as soon as possible after finishing, without consultation with instructors, coaches or support persons, including (if possible) the boat identification number of the boat(s) being protested.”

c)RRS 61.1(a)(2) is deleted so that protest flags are required.

2 ELIGIBILITY AND ENTRY

2.1 This regatta is open to all boats of the Pixel, Feva, Laser Radial and Club 420 classes that meet JSA eligibility requirements with the following exception; registration for the Laser Radial and Club 420 classes is limited to sailors for whom it is their first year competing in that class:

* Pixel Class - all boats that meet JSA eligibility requirements. A minimum of five boats will be required for races to be conducted.

* Feva Class – all boats skippered and crewed by sailors who will not have attained their sixteenth birthday on or before December 31, 2017. A minimum of five boats will be required for races to be conducted.

* Club 420 Class –all boats skippered and crewed by sailorsfor whom this is their first year in a Club 420 and who will not have attained their sixteenth birthday on or before December 31, 2017 and otherwise meet JSA eligibility requirements. A minimum of five boats will be required for races to be conducted.

* Laser Radial –all boats skippered and crewed by sailorsfor whom this is their first year in a Laser Radial and who will not have attained their sixteenth birthday on or before December 31, 2017 and otherwise meet JSA eligibility requirements. A minimum of five boats will be required for races to be conducted.

2.2This event is a qualifying event for the 2017 JSA Feva Class Championship.

2.3All participants shall be certified as competent for this event by either the head instructor or the program head of their member program.

2.4If either the JSA weight or age requirement is not met, the sailor shall file the JSAunderage/underweight permission request form with the regatta entry package. This permission form is subject to acceptance by the regatta chairperson.

2.5The entry package must be received by Chris Oburchay at Pequot Yacht Club, 669 Harbor Road, Southport, CT 06890 no later than 5:00 pm on Monday, July 31, 2017. One check, payable to Pequot Yacht Club, must be drawn per club to cover all fees. Entries for this regatta will be accepted via the JSA database regatta registration facility; if that is used, it is still required that a check be received by the due date. Please have your club administrator locate this regatta via the regattas tab in the JSA online database and follow the directions there.

2.6The entry package consists of the Regatta Entry Summary for the club, with a completed JSA Standard Waiverand Medical Release Form for each competitor, a housing request form and a single check to cover all fees. The entry is not complete until all these elements have been received at the address above. JSA sailors canregister on the JSA website for the ELECTRONIC 2017 Waiver Agreement and Medical Authorization at this link: A copy of that electronic form should be emailed or sent with the registration package.

2.7Entries will be limited to the first 100 boats registered and to 10 boats per club.

3 FEES

3.1 The entry fee of $130 per sailor includes lunch, water and snacks on the water on race days, a light supper on Sunday, and a dinner dance on Monday night for competitors and instructors and other refreshments throughout the event.There is no entry fee to send an instructor.

3.2 Late entries and/or exceptions made to the 10-boat-per-club rule may be
accepted at the discretion of the regatta chairperson if there are fewer than
100 boats. To inquire about registering after the date listed above, contact the
regatta chairperson. Please do not send late entries or changes without permission
from the regatta chairperson, as they may not be accepted. The entry fee for late
entries is $140 per sailor.

4 SCHEDULE

4.1Registration: All skippers, crews, and instructors shall appear in person at the registration table during the registration period. Instructors shall also attend the instructors’ meeting to receive safety assignments.

4.2The schedule of events is as follows:

4.3No warning signal will be made after 4:30 pm on Monday, August 7th, and after
2:00 pm on Tuesday, August 8th.

5MEASUREMENT, SAFETY AND EQUIPMENT

5.1All boats shall conform to their class rules and any applicable JSA safety or
measurement rules. Boats are subject to inspection by the organizing authority or the judges at any time during the event.

5.2 Each competitor and instructor/coach shall wear a US Coast Guard approved personal flotation device (PFD) while on the water in accordance with JSA Rule 2.1.

5.3 Each skipper shall present their self-check boat safety form at registration.

5.4 Boats are subject to inspection by the Technical Committee at any time during the event.

5.5Weight restrictions: All competitors in the Pixel Class, except three-person crews, shall be required to weigh in during the registration period.

5.6Pixel Weight Restrictions: In the Pixel class, there is no minimum weight restriction for a crew of three. In a two-person boat, the helmsperson and crew must weigh a minimum of 190 pounds fully dressed for sailing. No ballast is permitted. No waivers will be given for this minimum weight.

5.7Sail numbers: Sail numbers shall be complete and clearly visible from both sides of the sail. Entries of boats not complying with this instruction may be rejected by the Organizing Authority. If racing has already started, boats not complying with this instruction will be subject to protest by the race committee only; this changes rule 60.1.

6SAILING INSTRUCTIONS

Preliminary sailing instructions may be available on line at
under “Junior Program” before the event. Final sailing instructions will be available at the on-site registration/check-in desk.

7VENUE

The racing area will be Long Island Sound in the vicinity of Southport Harbor.
Competitors, Coaches and Instructors are required to honor all government marks. Directions to the Pequot Yacht Club can be found at for breaches of this instruction are at the discretion of the protest committee; this changes rule 64.1.

8THE COURSES

The courses to be sailed will be a trapezoid, course “T”, as described in the sailing instructions.

9PENALTY SYSTEM AND PROTESTS

9.1 The penalty for breaches of the Rules for JSA Events will be at the discretion of the protest committee and may be less than or greater than DSQ for one or more races. Please see JSA Rule 4.

10 SCORING

10.1The Low Point Scoring System, Appendix A of The Racing Rules of Sailing, will apply.Seven races are scheduled. One race is required to be completed to constitute a series.

10.2When fewer than six races have been completed, a boat’s series score will be
the total of her race scores. Whensix or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

11SUPPORT VESSELS

11.1Any club entering three or more boats shall supply a support vessel equipped with a working VHF Radio, an anchor and a first aid kit. An instructor, coach and/or other support personnel shall drive the support vessel in accordance with JSA Rule 4 and shall register with the organizing authority to receive safety patrol assignments.

11.2Spectator and support vessels shall stay well clear of the course area and outside of the spectator/coaching area boundary marks while boats are racing, and shall monitor VHF radio channel 72 for updates and directives coming from the Race Committee. Only support vessels with a numbered safety patrol flag shall be allowed to tow boats to and from the racing area. This rule can be waived at the discretion of the Race Committee for extreme weather events and other emergencies.

11.3If a program is not sending a support vessel (i.e., a program is sending fewer than three boats), arrangements shall be made with another program to allow the instructor supervising those sailors to go out on the water. In no circumstances will competitors be allowed to sail without a designated instructor on the racecourse. If support vessels require the use of a hoist or ramp, please contact club manager, Jeff Enborg at 203-255-5740 ex. 13 in advance to make arrangements.

11.4While on the water, communication between support vessels should be primarily conducted on VHF channel 71. Pequot Yacht Club launch and support staff can be reached on VHF channel 69.

12 BOAT AND TRAILER STORAGE

12.1All Pixels will be wet sailed. Boats not competing in the Pixel Class will bepermitted to be hauled out as per guidance from Pequot Yacht Club. Pixels shall not be hauled out except with written permission from the race committee. As directed by PYC staff and event volunteers, boats arriving by trailer shall be launched from the Pequot Yacht Club hoist or ramp on Sunday afternoon. Only the PYC staff or PYC event volunteers may operate the hoist. Dollies will be required for launching and storage.

12.2All competitors’ boats will arrive at the Pequot Yacht Club by car-top or trailer. Trailers will be stored as directed by Pequot Yacht Club staff and event volunteers on Sunday. There will be no access to the lawn for boat storage.

12.3Additional parking instructions will be distributed upon arrival on Sunday.

13PRIZES

13.1 Prizes will be awarded to the top three finishers in each division. Equal prizes will be awarded to crew and helmspersons.

13.2A sportsmanship trophy may be awarded at the discretion of the race committee.

14HOUSING, MEALS, AND LOCAL TRANSPORTATION

14.1 Housing will be provided for the nights of Sunday, August 6th and Monday, August 7th for those out-of-state entries (contestants and instructors) requesting accommodation by the entry deadline – provided that competitors and instructors arrive at Pequot Yacht Club before 6:00 pm. on Sunday, August 6th.

14.2 Assigned housing must be used. All housed contestants must be at their host’s house by 7:00 pm on Sunday night and 9:30 pm on Monday night. Failure to use assigned housing or to meet the curfew may result in the competitor being protested as per Sections 9.1 and 14 of this NOR.

14.3 Breakfast will be provided by the housing host. Lunch and dinner will be provided by Pequot Yacht Club.

14.4 Local transportation will be provided by housing host.

15PERSONAL CONDUCT

15.1 All junior sailors, instructors and support persons are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. A junior sailor, instructor or support person may be disciplined as per JSA Rule 4, the JSA Code of Conduct, RRS 64.4 or RRS 69 for violation of this Rule. An alleged breach of this requirement shall not be grounds for a protest; this changes rule 60. However, when the protest committee believes that a competitor may have breached the above requirement, it shall follow the process described in the JSA Code of Conduct.

The protest committee may discipline a junior sailor or instructor for actions that include, but are not limited to, the following:

  1. Bullying

b. Swearing at, intimidating or harassing anyone, including teammates, on or off
the water; or

c. Stealing or borrowing, without permission, anything that does not belong to
them; or

d. Possessing, consuming, being under the influence of alcohol or controlled
substances, the possession of which is unlawful;

e. Failure to wear a properly fastened USCG-approvedPFD;

f. Failure to comply with curfew requirements or other conditions of the regatta.

g. Operation of a support craft in a manner inconsistent with recognized principles of safe motorboat practice, including excessive wake during a race.

15.2If an instructor is asked to leave a racecourse, all juniorsailors for whom that instructor is responsible shall leave the racecourse as well unless other satisfactory supervisory arrangements are made.

16DISCLAIMER OF LIABILITY

16.1Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

16.2Sailing is an activity that has an inherent risk of damage and injury. The race organizers (organizing authority, chairpersons, race committee, protest committee, host club, or any other organization, including the JSA will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.

16.3As a condition of the participation of any boat in any race or related activity
sponsored or undertaken by the Pequot Yacht Club, the owner, helmsperson and each crewmember agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility. Responsibility for evaluating wind, sea and weather conditions rests with each competitor, as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a lifejacket. Assistance from the race committee, patrol boats, or other support boats and from personnel aboard them is at the risk of the participant.

17.SPECTATORS AND SPECTATOR CRAFT

17.1Due to the geographically restrictive nature of Southport Harbor and the limited space at the Pequot Yacht Club facility, spectator vesselsshall not be brought to the Pequot Yacht Club either by trailer or by water. No accommodations will be made for mooring of spectator craft. Spectator vessels are welcome to observe the racing in Long Island Sound. Spectator and support vessels shall stay well clear of the course area including spectator/coaching area boundary marks while boats are racing, and must listen to the radio for updates and directives coming from the race committee on VHF CH 72.

18SAILORS FOR THE SEA: CLEAN REGATTA PLEDGE

18.1 “We pledge our commitment to clean waters and shores by participating in
Sailors for the Sea’s Clean Regattas program. We vow to fulfill, and encourage others to fulfill, the goals and requirements of Clean Regattas as set forth by Sailors for the Sea, and to work to protect and restore our waters for the use of enjoyment of current and future generations.”

As part of this commitment, Pequot Yacht Club is striving to achieve the following:

  • Engage our volunteers as a ‘Green Team’ to manage our Clean Regatta efforts.
  • Reduce or eliminate the use of disposable plastic water bottles by making available water bottle refilling stations both on the water and on shore.
  • We will strive to keep our regatta site trash free.
  • We will strive to increase the use of recyclable materials during the Invitational.
  • We will strive to reduce paper usage through increased use of paperless communications as well as use of recycled paper for printing our printing needs.
