PLEDGE

The City Council meeting was opened with the pledge of allegiance led by Mayor Little.

CALL TO ORDER

The regular meeting of City Council was called to order at 7:30 p.m. on Monday June 23, 2008.

ROLL CALL

The following Aldermen were present for Roll Call: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton.

Also present were Clerk Worent, Treasurer Therry, Engineer Good and Attorney Tibbs.

Mayor Little and Alderman Babb were absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Steele made a motion, seconded by Alderman Bradford, to approve the minutes of the Regular City Council meeting held on June 6, 2008. Roll Call Vote: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

Alderman Bradford made a motion, seconded by Alderman Steele, to approve the Executive Session minutes held on May 27, 2008. Roll Call Vote: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

CONFIRMATION AGENDA

None.

REPORTS OF CITY OFFICIALS

Mayor

The Mayor was absent.

In the Mayor’s absence, Clerk Worent asked the Council to make a motion to name a Mayor pro tem.

Alderman Bradford made a motion, seconded by Alderman Bumbalough, to sit Alderman Dearborn as Mayor pro tem. Roll Call Vote: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

Clerk

The Clerk informed the Council that the IML Conference is the last weekend in September. The Council needs to make a list of who will be attending.

Treasurer

Treasurer Therry submitted the monthly report for April.

The Council was informed of Kelly’s Treasurer certification ceremony.

Attorney

Attorney Tibbs had no report.

City Engineer

No Report.

Communications

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Charles Warren, 409 Sangamon, spoke on trees that need to be trimmed. He also asked about the burning ordinance.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Bumbalough

Alderman Bumbalough passed out changes on the new Water Plant bid. They are to be reviewed at the committee meeting. She also informed the Council of the changes to the Water Application.

Alderman Bumbalough made a motion, seconded by Alderman Bradford, to send an addendum on the original bid documents to the original bidders to be back to the Council by July 7th at 3:00 pm. Roll Call Vote: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

Law Enforcement - Alderman Dearborn

No Report.

Streets - Alderman Babb

Alderman Babb absent- No Report.

Parks and Public Buildings - Alderman Welton

Alderman Welton reported that the bat holders for the ball diamonds were more expensive then expected. The total due, including shipping costs, was $2028.78.

Fire - Alderman Bradford

Alderman Bradford reports that the Fire Dept has received a grant for $22,600 from the State of Illinois for air packs

Finance/Planning - Alderman Steele

Alderman Steele made a motion, seconded by Alderman Welton to pay bills totaling: $56,378.01 from General Fund; $38,792.99 from Motor Fuel; $0 from Wheel Tax; and $15,589.65 from Water. Roll Call Vote: Ayes - Alderman Bumbalough, Dearborn, Steele, Welton, and Bradford. Nays - none. Motion passed.

OLD BUSINESS

NEW BUSINESS

Approval of Street Truck Repairs– Alderman Babb

Alderman Bradford made a motion, seconded by Alderman Bumbalough to approve the Street Truck Repairs for $851.83. Roll Call Vote: Ayes – Alderman Steele, Welton, Bradford, Bumbalough, and Dearborn. Nays - None. Motion passed.

Approve of Resolution to Dispose of Old Weather Siren– Alderman Bradford

Alderman Bradford made a motion, seconded by Alderman Bumbalough to Approve the Resolution to Dispose of the Old Weather Siren for $1 to the Village of North Pekin. Roll Call Vote: Ayes – Alderman Welton, Bradford, Bumbalough, Dearborn, and Steele. Nays - None. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Alderman Bradford made a motion, seconded by Alderman Steele, to go into Executive Session. Roll Call Vote: Ayes – Alderman Welton, Bradford, Bumbalough, Dearborn, and Steele. Nays – None.

ADJOURNMENT

Alderman Bradford made a motion seconded by Alderman Bumbalough to adjourn the regular City Council meeting at 8:44 p.m. Voice Vote: All Ayes. Motion passed.
