EMERGENCY PROCEDURES MANUAL
PURPOSE
The purpose of this manual is to have emergency information readily available should an emergency or natural disaster occur. This manual is designed for use by the Purchasing Department in the event of emergencies or natural disasters. It is expected that the Purchasing Department personnel will make all contacts unless extreme emergencies warrant otherwise.
The Purchasing Department will keep tabulations of all purchases made throughout the entire emergency. An overall spreadsheet will then be compiled with all information documented on the items purchased, amount of items, and vendors that provided services during the emergency.
DEFINITION
Charter Resolution #50 Section 3.A.1 states the following regarding: “Emergencies” - competitive bids/proposals are unnecessary when unexpected or unforseen events may cause serious loss to public or private property or endanger the health or lives of the citizens of Sedgwick County unless immediate action is taken to purchase said goods or services. Emergency purchases in excess of Ten Thousand Dollars ($10,000.00) shall be documented in writing by the Purchasing Director and provided to the Board of County Commissioners.”
