RE: Proposal Coordination Form for submission of proposals to private foundations and corporations by WVU Foundation

The WVU Foundation (WVUF) has a process for submitting grant/gift proposals through the WVUF to private funders to ensure that grants are vetted by the relevant college/unit administrations to meet all University and WVUF requirements. The WVUF and University policyprovides that the WVUF does not process proposals to nor accept funding for grants from donors that require proprietary non-public deliverables to the donor (often referred to as a contractual obligation), that directly or indirectly fund research on human or animal subjects, or that involve biohazards. Projects that involve these functions or purposes are directed to the WVU Office of Sponsored Research or to the WVU Research Office for processing.

Recently the WVUF “Proposal Coordination Form” that was created years ago for use with the internal proposal submission process underwent a revision. The modification of the form allows for Project Directors, college/unit Development Directors,Deans (and/or an Associate/Assistant Dean for Research where appropriate), Department Chairs, and Budget Officersto view and add information prior to the submission of the application to the private funder. Theserevisionsseek to make the form more “user friendly” and readily available online. If a dean designates someone to sign for him/her, please provide an email message to to that effect with the designee’s name and title for the WVUF’s records.

The Proposal Coordination Form ensures that all parties to the proposal submission are aware of and approve the proposal’s submission. The Proposal Coordination Form is a prerequisite to the submission of the proposal and safeguards the submitter and the process in the event that a proposal does not meet institutional requirements. The WVU Foundation reserves the right to withdraw a proposal submitted to funding sources without approval or to return awards if the Form is not complete and on file.

The Proposal Coordination Form can be completed, printed or saved at It can be found in the column Agreements/Gifts. All Project Directors, Development Officers, and faculty who are non-Health Sciences please use the form named Proposal Coordination Form. All personnel associated with WVU Health Sciences Center Administration and Development have their named form which is also under Agreements/Gifts and is noted as HSC use only.The Proposal Coordination Form for WVU HSC also contains the necessary conflict of interest (COI) review and process.

The Project Director is responsible for getting the required signatures. The College/unit Development Director can assist the Project Director with getting signatures as well as sending the complete packageto the WVUFto includethe Form and a copy of the proposal to be submitted. The proposal cannotbe submitted to the proposed funding source until the Proposal Coordination Form is completed. Please allow up to five (5) days prior to any submission deadline for the review and approval of the proposal within the College/unit and delivery to the WVUF.
