Meeting Minutes –March 20, 2014

Mission Statement

The Industrial Issues Committee is a group of multi-disciplined professionals who come together to discuss and share ideas addressing environmental, health, and safety issues facing our community, as well as providing educational opportunities on these topics.

Roundtable

Denis Conley (H&A): H&A is starting a subsidiary business (Emerging Contaminant Treatment Technology) for waste water treatment using resin technology for the removal of recalcitrant compounds from water. This absorption technology is currently used in the pharmaceutical and computer industries.

Dave Murtha (ERM): Changes in ownership of large power generating plants causing delays with water withdrawal permits.

Mary Sergent(retired – Xerox): Xerox recently selected URS for outsourced environmental management functions.

Mary Lee Bishopp (RED):

-RED and Kodak are co-permittees on the SPDES and RCRA permits.

-The Kodak and RED CBS and Title V permits have been separated.

-RED applied for a Water Withdrawal permit under the new regulations.

-KL looking to utilize excess treatment capacity by bringing in non-hazardouswastewater from non-EBP customers.

Kathy Russell (Aftek):GHD and CRA recently merged.

Michele Virts (MCDES): Recently joined Monroe County DES. Formerly worked for the City of Richmond.

Herb Allen (Gleason):

-Coal boiler taken off line - now 100% natural gas.

-Selling 200 tons of coal.

Sean Miller (Genesee Environmental): Recently left LVI to start a new environmental contracting company.

Sean Keenan (MCDES):

-Just received comments from EPA on rewrite of sewer use law.

-EPA will be auditing MCPW in June and this will involve visits to pretreatment dischargers.

Nick Harding (Day Env): Metro North has had a formal operational safety review by the Federal Railway Administration and results can be found by searching “MNR, FRA”.

Marshall Shannon (Paradigm): Used oil containing more than 1,000 ppm total halogens is presumed to be a hazardous waste because it has been mixed with a halogenated hazardous waste listed in Subpart D of Part 261. Persons may rebut this presumption by demonstrating that the used oil does not contain hazardous waste (for example, by using an analytical method from SW-846, Edition III, to show that the used oil does not contain significant concentrations of halogenated hazardous constituents listed in Appendix VIII of Part 261). Waste generators often request total organic halogens (TOX) on waste oils when they really need an analysis for total halogens (TX).

Pradeep Jangbari (NYSDEC):

-Greg Jackson is planning to retire.

-A new attorney (Dennis Harkawik) just started.

-Division of Water TOGS 1.4.2 penalties have been indexed for inflation.

Suresh Jambunathan (RED): Hoping to increase utilization of Kings Landing WWTP by attracting outside sources of wastewater. The ideal wastewater (WW) customer would be an industrial processor – food processor / brewery / winery generating high strength, but non-refractory and non-toxic wastes on a year round basis and located within economic trucking or rail distance to KL.

Paul Sawyko of WEC: Paul reported on a number of events that WEC is currently involved in.

-Mission Green at the Rochester Museum and Science Center (RMSC) 4/12-19

-Rain barrel workshop at RMSC on 4/12

-Pick-Up-The-Parks at 21 County Parks on 4/26

-WEC & Delta Labs – Earth Day Cleanup 3/22-4/26; Corporate Sponsors: Canandaigua Bank, Gander Mt., and Burger King

Steve Peletz (MCDES):

-NWQ SPDES permit renewed with additional monitoring and increase in frequency of monitoring existing parameters.

-Addition of a third secondary clarifier at NWQ will reduce hydraulic bottleneck from aeration to secondaries.

-FEV approved to continue operating under the existing SPDES permit.

-Second phase of FEV aeration upgrade from mechanical aeration to diffused air. Currently, half the tanks are converted to diffused air. Second phase will convert most if not all remaining tanks to diffused air.

-Parks completed the NYSDEC Water Withdrawal Permit Applications for Parks' Golf Courses with permits to be issued in the coming years based on daily average withdrawal rate.

-County is working to modify existing Title V Air Permit at Riga to add additional Landfill Gas Engines to utilize available landfill gas currently being flared.

Mike Sanguinito (Sentry):

-Production is up

-Having trouble implementing use of new chemicals in 5 Stage Washer.

Chapter Checking as of 12/31/2013 = $12,371.50

Seminar Committee

Industrial compliance awards luncheon is scheduled for 5/22/14 at the Burgundy Basin Inn. Marshall will create an announcement, and Kathy will make arrangements with Burgundy.

Grant Committee

RMSC thought some type of cut-sheet on the grant program could be left with teachers as the RMSC educators visit schools, and could also be distributed to teachers at an annual event RMSC holds for teachers each Fall.

Awards Committee

Deadline for applications is March 31st.

Outreach Committee:

-Next WEC board meeting scheduled for 3/24/14.

-“All the Way to the Ocean” is a book that Libby suggested we might purchase for schools that we visit in the Coalition's Education program, or otherwise distribute. Our educators' feel that this book is geared to a younger age than we typically work with, so the suggestion has been tabled for now.
