The following are a list of the programs that the Duluth HRA offers

and how you go about making application:

Section 8 Housing Choice Voucher (HCV) Program

  • Application through HRA. HCV program provides rental assistance in Duluth, So. St. Louis, Lake and Cook Counties.
  • Tenants pay a minimumof 30% of their adjusted annual income for rent and utilities.

The following are programs that the HRA administers and applicants must be referred:

SRO (Single Room Occupancy)

  • Shared kitchen
  • Shared bath

Applicants must fill out an application at the HRA.

Project Based Rental Assistance

  • Tenants will pay 30% of their adjusted annual income for rent.
  • Sheila’s Place: Contact Center City Housing at 218-728-6437.
  • Alicia’s Place: Applications are taken at HDC Homeless Project located at 206 West 4th Street.
  • San Marco: Contact 218-733-7133.
  • Gateway Towers: Contact Property Manager at (218) 727-0929
  • Matterhorn: Contact DW Jones at (218) 547-3307
  • Hillside Apartments Duluth, LLLP - 115 W 4th St, Duluth, MN 55806 · (218) 623-5850
  • Harbor Highlands: Applications at HRA of Duluth
  • Lincoln Park School – Sherman and Assoc. 218-722-3131
  • Once an application has been completed at these agencies, a referral will be made to the HRA.

Bridges

  • Applicant must have a diagnosis of mental illness.
  • Limited Rental Subsidy until applicant’s name reaches the top of the Section 8 waiting list.
  • Applications are taken at HDC Homeless Project located at 206 West 4th Street.

Shelter Plus Care

  • Low income rental assistance for homeless persons.
  • Applicant pays 30% of their adjusted annual income for rent to their landlord.
  • Applicants must have case management.
  • Applications are taken at HDC Homeless Project located at 206 West 4th Street, or

CHUM at 125 N. 1st Ave. W.

HOME Program

  • Low income rental assistance for homeless or persons completing homeless transitional housing programs.
  • Tenant generally pays a minimum of 30% of their income for rent and utilities.
  • Rental Assistance Coupon is only valid in the City of Duluth.
  • Applications are only accepted
  • From agencies participating in Coordinated Assessments.

  • Salvation Army – 215 S. 27th Ave. W., Duluth, MN 55806
  • Lifehouse – 102 W. 1st St., Duluth, MN 55802

Veterans Affairs Supportive Housing (VASH) Program

  • Assistance to eliminate homelessness among Veterans.
  • Screening for this program is conducted through the Veterans’ Administration @ 1—877-424-3838
