SENSATIONAL MURDER CUM ROBBERY CASE SOLVED OUT, TWO ACCUSED PERSONS ARRESTED, WEAPON OF OFFENCE i.e. KNIFE AND ROBBED ARTICLES INCLUDING MOBILES RECOVERED:

With the arrest of two accused persons namely Dheeraj @ Bittoo @ Bunti s/o Ashok Kumar r/o Sarvoda Public School, A Block, Gali No. 1, Sahadatpur Ext. aged 20 years and Nazeem s/o Raunak r/o D-3, H. No. 446, 10 ft. Gali, Nehru Vihar, Delhi aged 23 years, the North East Distt Police has solved out murder case of PS Khajuri Khas. With their arrest, the weapon of offence i.e. Knife and robbed articles including mobiles and purse of the deceased, recovered.

INCIDENT

In the intervening night of 18-19/11/11, an incident of stabbing of a person namely Gopi Chand Rawat r/o A-15/8, Dayal Pur Ext. Delhi who was working as Beldaar in MCD office, Sector 3, Rohini Zone, by unknown persons took place in the area of PS Khajuri Khas. Unknown persons stabbed the victim with knife and ran away from the spot after robbing mobile phones and other articles of the deceased. There were multiple stab injuries on the person of dead body. Accordingly a case vide FIR No. 391/11 u/s 302 IPC was got registered at PS Khajuri Khas and section 397/120B IPC were added later in this case. The investigation was taken up by Insp. Vivekanand, Inspr. ATO/PS Khajuri Khas.

TEAM

Considering the gravity and sensitivity of murder case, a team headed by Inspr. Jashod Singh Mehta, SHO/PS Khajuri Khas, comprising Inspr Vivekanand, Inspr. ATO/ PS Khajuri Khas SI Amit Prakash, HC Rahisuddin and Ct. Tejbir was constituted under the close supervision of Sh. Bani Singh Ahlawat, ACP/ Sub Division Khajuri Khas, North East, Delhi to apprehend the culprits and solve the case. Services of Operation Cell/North East District were also taken and a dedicated team comprising HC Rishi Yadav, Ct. Parveen, Ct. Amit, Ct. Yoginder and Ct. Kavinder under the close supervision of Sh. Shakir Hassan, ACP/Operation Cell/North East District was also roped into. HC Rishi Yadav worked hard and played a key role in apprehending the culprits and solving the case.

INVESTIGATION AND OPERATION:-

Initially the case was totally blind. The scene of crime was properly protected and preserved for lifting scientific & forensic evidences. The crime team was also summoned for minutely scanning the scene of crime and aid, assist the local police in lifting the scientific evidences.

With meticulous and methodical professional working, police team started picking up small-small leads and clues. With the help of Local inquiry, human and technical intelligence, team started joining various pieces of puzzle. Finally, HC Rishi Yadav of Spl. Staff/NED received information and working on this, police could able to Zero down on suspect namely Dheeraj @ Bittoo @ Bunti. Previous details of suspect were collected and it reveled that he is a drug addict. Various raid parties were detailed for their lookout. Finally with relentless and persistent efforts, Police could able to apprehend another accused namely Nazeem.

INTERROGATION:-

During sustained interrogation, accused namely Dheeraj revealed that he is a rickshaw puller by profession in the Sarvoda Public School, A Block, Gali No. 1, Sahadatpur Ext.Delhi. Due to low income, he fell into bad company and addicted to consume drugs. On the day of incident, he along with his associate namely Nazeem assembled near the SarvodaSchool and planned to rob any public person to earn quick money. At about 03:10 AM in the morning hours, the deceased was found coming from Gali No. 11, Dayal Pur, they asked his mobiles and cash at knife point. The deceased resisted, on which, they stabbed on his back and other vital parts. On receiving injuries, he fell down and thereafter they robbed him with mobiles, purse and other belongings.

On the instance of Dheeraj, his associate namely Nazeem was also apprehended. On their instance, weapon of offence i.e. knife, robbed mobile and purse of the deceased were also recovered.

RECOVERY

Nazeem s/o Raunak r/o D-3, H. No. 446, 10 ft. Gali, Nehru Vihar, Delhi aged 20 years. He is a rag picker.

FAKE POLICE PERSONNEL APPREHENDED

The staff of Police Station Mundka has done an excellent work by arresting four persons namely (1) Hari Parkash S/o Jai Pal (2) Hemant S/o Late Mangte Ram (3) Anil Kumar S/o Sh. Raj Singh (4) Pankaj Kumar S/o Ram Vinod who were impersonating themselves as Police Personnel. A Bolero Car No. HR 55 C 2676, one Police uniform including Peak-Cap and stick, a toy wireless set and toy revolver were also recovered from their possession.

INCIDENT, TEAM AND ARREST

On 21.11.11, an information was received at PS Mundka vide DD No. 37B Dated 21.11.11 PS Mundka regarding quarrel at Tikri Border. On reaching at spot, two persons namely Hari Parkash and Hemant along with vehicle Bolero No. HR 55 C 2676 were apprehended by local police when the complainant Sh. Raj Vir Singh S/o Jile Singh R/o Vilage Tikri Kalan, Delhi, age 52 years told some startling facts to the IO. One Police uniform including P Cap and Stick, a wireless set were also found in the Bolero Car. Accordingly the statement of complainant was recorded who stated that he is having a business of transport at Tikri Border. At about 4:30 PM, one person came to him and introduced himself as Surender and he is also having transport business. After asking for some details Surender left his office. After some time, Surender along with 4 other persons in a Bolero car No. HR 55 C 2676 came to his office. They asked the complainant to come with them to Police Station as they are from Special Staff. The complainant raised an objection and asked the reason for taking him to Police Station. The alleged persons could not give any justified reason. The conduct of alleged persons created suspicion and the complainant dialled No.100. Then the two accused namely Hari Parkash and Hemant along with vehicle Bolero car No. HR 55 C 2676 were apprehended from the spot. Accordingly a case was registered at PS Mundka and the investigation was taken up.

During the course of investigation, the raids were conducted to apprehend the remaining accused. On 22.11.11, the two more accused namely Anil Kumar and Pankaj Kumar were also arrested in the case. Efforts are on to locate the Kingpin Surender.

INTERROGATION AND INVESTIGATION

The accused were thoroughly interrogated who disclosed that they came to know that the complainant is in transport business and having good income from this. Usually the owners of Transport vehicles did not have the complete documents of their vehicles in different aspects i.e. Permit, Registration, Insurance etc. Therefore they planned to extort money from him. They arranged for the Police uniform and a toy wireless set, toy revolver. They reached the office of the complainant and tried to threaten him by talking and behaving as police personnel. At that time, they had thought the complainant would give some handsome money to avoid any harassment. But they could not succeed in their attempt and two were apprehended at the spot. The remaining fled from the spot at that time and were arrested later on. Further investigation is in progress.

NOTORIOUS AUTOLIFTER WITH DEADLY WEAPON ARRESTED

Special Staff West District has arrested a notorious auto lifter namely Umesh Kumar @ Deepak with deadly weapon. One stolen motorcycle Yamaha FZ was recovered from him. Umesh Kumar @ Deepak has previously been arrested in a case of attempt to cause death.

RECOVERY MADE

1. One country made Pistol with two live cartridges.

2. One stolen motorcycle make Yamaha FZ.

INFORMATION/OPERATION

Information was received by the team of Special Staff West District about a notorious auto lifter namely Umesh Kumar @ Deepak who is actively committing road robberies on gun point in the area of West District, Delhi. On this information sources were deployed and information was collected. On 22.11.2011, specific information was received in Special Staff/West District that at about 3.00 PM to 3.30 PM, Umesh Kumar @ Deepak will come on a stolen Yamaha FZ Motorcycle on Najaf Garh road from Moti Nagar to Inderlok, Jakhira. On this information, a raiding party under the supervision of Insp. Raj kumar, consisting of SI Manoj Kumar, SI Charan Singh, HC Suresh Kumar, HC Moti Ram, HC Kirori Mal, HC Shashi Kant, Ct Vinod, Ct Sunil Sharma, Ct. Amarjeet, Ct Sudama and Ct. Devender was constituted and a trap was laid at MCD office on Najaf Garh road, Jakhira. At about 3.30 PM one person came on a Yamaha FZ red colour from Moti Nagar to Inderlok which was identified by the informer as Umesh Kumar and thus, was intercepted and apprehended by the police party. The person disclosed his name as Umesh Kumar S/o Sh. Ram Kumar R/o H No. E- 6/95, Sultan Puri, Delhi. On enquiry he could not tell about the ownership of the Motorcycle. On further enquiry it revealed that the Motorcycle was stolen from the area of PS-Nihal Vihar vide FIR No. 336/11 u/s 379 IPC. On his personal search one country made Pistol with two live cartridges was also recovered. He was arrested vide Case FIR No. 301/11 U/S 25/54/59 Arms Act P.S. Moti Nagar. During further interrogation, he made disclosure of many incidents of motor vehicles theft and petty robberies on gun point.

MODUS OPERANDI AND INTERROGATION

During interrogation, Umesh Kumar @ Deepak disclosed that he lives in Sultanpuri, Delhi. He studied up to 9th class and left studies as he was not interested in doing so and started the job of Newspaper distribution. He was not satisfied with his work as he has to wake up very early in the morning and has to work very hard to earn a little amount of money. He was very fond of motor bikes. During this course of time, he came in contact with one Rajan who was indulged in committing road side robberies and autolifting. The lifestyle of Rajan attracted and inspired Umesh to enter in the field of crime. Rajan always spends money extravagantly and changes bikes randomly. Umesh joined Rajan for his better future. During this period Umesh was arrested first time in a case of attempt to cause death to a person in a scuffle. After release from jail he became a bit mature and started committing autolifting on professional basis. He used to sell the stolen motorcycles outside Delhi and started earning a good amount. He purchased the country made pistol to establish him as a DON in the area. Local criminals and ruffians were admiring him on his daring instincts. The stolen motorcycle recovered from Umesh is being used by him in committing various crimes with his associate Rajan. Efforts are being made to arrest Rajan.

BLIND GRUESOME MURDER CUM ROBBERY COMMITTED BY JCLs SOLVED AFTER MARATHON EFFORTS

  1. Robbery –cum-murder of a Junk Dealer committed in the night of Bhai Duj solved.
  2. Incident took place near TollPlaza on NH-8.
  3. Street Children helped police in getting a break- through.
  4. Three Juveniles in conflict with law apprehended.
  5. Motive was to rob the deceased

South West Distt. Police of P.S Kapas Hera, after making relentless sustained efforts has solved a blind murder case, with the arrest of 3 JCLs.

Incident

On 29.10.11, SI Pawan Kumar, PS Vasant Kunj-South informed that an incident has taken place and the injured has been evacuated to SJ Hospital. Initially the incident was probed by PS Vasant Kunj-South but the jurisdiction of incident was found to be that of PS Kapashera. The information was immediately lodged at Police Station Kapashera and IO along with staff reached at the spot i.e. Nanhe Kabari Shop, Gurgoan-Delhi Service road, near Rajokari flyover where SI Pawan Kumar, P.S Vasant Kunj-South intimated that the injured had been removed to Safdar Jung Hospital by PCR van. On inspection of the spot, blood was found splattered all over, a small hammer and ‘Chaini’ smeared with blood were lying on the floor. An Iron safe (Tijori) was found unlocked in the shop. The identity of the injured was revealed as Zahoor Ahmad age-50 yrs s/o Mitthu Bakht r/o Vill. Phulwaria, Bareli (UP). He was brother-in-law of one Nanhe Kabri and was working in Nanhe Kabri’s shop. After spot enquiry, IO reached at the hospital where the treating doctors declared the injured as ‘Brought Dead’. Upon this, a case was registered at Police Station Kapashera and investigation of the case was taken up in right earnest.

Investigation

In view of the location of the Kabari Shop, type of injury and presence of large volume of blood inside the shop, it appeared that the entry was not a forcible one, that the accused were probably known to the victim. Based upon this, initial verification of persons engaged in sale of Kabar(waste material) etc. was started. All the Pheriwalas( persons collecting waste/junk items) who operate in the area of Kapas Hera, Samalkha, Rajokari, Rangpuri, Mahipal Pur, Bijwasan and adjoining places of Gurgaon were ascertained and they were questioned about their movement in the early hours of the day as the crime was found to be committed in the early morning hours. However, none came forward with any connecting clues. During investigation it also learnt that a number of persons are engaged as guide to heavy vehicles intending to go to various location in Delhi at the TollPlaza on NH- 8 near Delhi entry point in the area of PS Vasant Kunj- South. All such guides were also questioned as these persons roam in that area throughout the night. Though few of them were aware about the incident but none could give any worthwhile information. During investigation it was also revealed that on border on Gurgaon side, eunuch operated at night time. Accordingly, the area was also visited during night time but once again the exercise too did not provide any loads. Despite repeated efforts, night time traps, verification of movement of people at night time nothing worthwhile emerged during the last 20 days of painstaking investigation. However, undeterred by lack of progress the dedicated team of PS Kapashera led by Inspr. Somnath, SHO/Kapashera kept probing along different lines.

Break-through

Police teams were pressed in verification drives and several meetings were held with various stake-holders of Eyes and Ears. During this exercise, one of the head-constable posted in the PS Kapas Hera learnt from a source about three children talking about the murder of a kabari. This piece of information was further developed which subsequently provided the breakthrough.

A massive search operation was launched to identify and locate the three children who were ultimately located(being juveniles their identity is withheld). They all were requested to provide details of the incident about which they had been heard talking.

Showing exemplary courage, all the three children disclosed that on the fateful night, they along with several other children had gate crashed into a party uninvited and had dinner there. While returning, they overheard another group of three JCLs discussing their plans to rob a Kabari on NH-8 side. The JCLs tried to convince them to join in but these children refused and came back home and slept. Next morning they heard from the JCLs that that they had robbed the Kabari and also killed him. They were offered some money by the accused persons but the children refused to accept the same. Out of fear , they remained silent for a long time. It was after several days of the incident they were overheard discussing about the incident by an informer who tipped off the police.
