Rules and specific exceptions to the movement of forest reproductive material (FRM) within and between regions of provenance

1.Any movement and use of FRM should be consistent with the biological requirements of species, taking into account the following factors: topography, degree of soil humidity, chemical composition of soil (pH and lime), soil richness, precipitation;length of growing season, extreme temperatures, atmospheric moisture, degree of soil erosion, altitude, attitude towards the light, compatibility of species, competitive vegetation, composition and mechanical congestion of soil, exposure etc.

2 The best practices for using the FRM are:
• In the same units where the used FRM were derived;
• In neighboring units of the source from which FRM were derived;
• In units located in one region of provenance and forest vegetation sub-zonewith the initial source of theFRM;

3. In relation to the climate change - drought and warming, we should work very carefully with the relocation of FRM at the range from 0 to 700 m asl.Lowering of the use according to the altitude should not be more than 100 m to 200 m above sea level.In these cases it is necessary to pay particular attention to the component of the exhibition and precipitation.

4. FRM of Oriental beech (F. orientalis, Lipsky) and the transitional form of beech (F. sylvatica L., var. Moesiaca (K. Maly) may be used only in natural habitats of the species.
5.FRM of black locust / Robinia pseudoacacia L. /, red oak / Quercus rubra /, douglas fir / Ps.menziesii /, euro-american and other alien hybrid poplar clones, as well as other introduced species, obtained from registered sources in the country may be used in all regions of provenance, regardless of their area of production, it is necessary to comply with the requirements of the species andclassification scheme of types of habitats.

6. FRM of EU origin or imported ones can be used in those regions of provenance in conditions that match those from the region of gathering of initial materials.
7.FRM from categories "qualified" and "tested", produced from seed orchards can be used:
• In the same region of provenance of clones from which the seed orchard has been established - when the orchard was created by clones from one region of provenance but also in the eligible regions of provenance, according to the scheme for movement;
• In the regions of provenance of the constituent clones of the orchard - when the orchard was created by clones descended from different regions of provenance.

8. FRM from black (P.nigra L.) and white (P. alba L.) poplars from a single region of provenance, covering territory from the Danube bank, may be used in all regions of provenance along the riverand sourced from a region of provenance within the country may be used in all regions of provenance, with the exception of the Danube river valley.
