Connection with Phase-Out of HHMI Appointment

This form is designed to help the Howard Hughes Medical Institute review requests for a phase-out gift to a host institution in connection with the conclusion of an investigator’s HHMI appointment. HHMI Policy SC-750, Non-Renewal of Investigator Appointments provides detailed information about the level of support that HHMI provides to investigators who are concluding their appointments at the end of a phase-out period. Please review the policy and discuss it with your Scientific Officerand Science Operations Manager before submitting this request for a phase-out gift.

In order for a gift to be made, HHMI and the host institution must agree on gift terms at least one month before the investigator’s appointment ends. Therefore, requests should be submitted well in advance of your scheduled or proposed appointment end date, preferably at least three months in advance, and no later than two months prior to such date.The following points summarize the significant aspects of the policy, each of which is discussed in greater detail in HHMI Policy SC-750:

Phase-out Period

An HHMI investigator with an unsuccessful review generally will have a phase-out period of approximately two years before his or her appointment ends. HHMI investigators who will have served for at least three full terms by the end of their current term, and who are members of the National Academy of Sciences or the Royal Society of London may request a non-renewable final term (treated as a phase-out appointment) of up to five yearsin lieu of participating in their next scheduled review.

Standard End of Term Gift

Investigators entering a phase-out periodof any length may carry forward up to $500,000 of unspent operating budget funds into the phase-out period. If the investigator has at least $100,000 of unspent operating budget funds at the end of the phase-out period, he or she may receive these unspent funds – up to a total payment of $500,000 – in the form of a gift to the host institution to support continued research. Please note that this standard gift option is also available to Early Career Scientists whose appointments are coming to an end.

Early Departure Gift

Investigators in a phase-out period may ask to end their appointment 12 months early and receive, as a gift to the host institution, research funding in the amount that HHMI would have paid in the final 12 months of the phase-out for the investigator’s base salary (exclusive of benefits) and research operating budget (including up to $500,000 of carry-forward), up to a total payment of $1.5 million. HHMI will also make a separate unrestricted gift to the host institution in the amount of the occupancy fees that HHMI would have paid for the investigator’s space during the final 12 months of the phase-out.

Gift Terms

HHMI will not pay indirect costs with respect to any phase-out gifts, nor will HHMI agree to allow the recipient host institution to charge indirect costs against the gift. Provided that the host institution signs a gift agreement at least one month in advance of the investigator’s departure date, HHMI generally will make the first gift payment within two to four weeks after the end of the investigators’ appointment, followed by a final gift payment after all remaining obligations against the investigator’s research operating budget have been cleared.
