  1. Information of the project

“Hai Phong Club of the Deaf” was founded in September 1993. This is the volunteer organization established by Hai Phong Community of the Deaf under the patronization of HaiPhongSchool for deaf children. Board of managementconsists of 5 members and nearly 100 participants. The club’s establishment purpose is to help club members to learn, to improve their social knowledge, to support each other in doing small business so as to make a better society. In 2003, “Viet Nam Assistance for the Handicap Organization” assisted the club to implement 2 projects:

Raising knowledge capability for Club members – consolidating activities of “Hai Phong Club for the deaf: 2,500 USD

Training professional skills, developing small business and raising incomes for disabled: 1,500 USD

The projects were very successful under the supervision of the VNAH Organization

  1. Purpose

The project is developed to help all the participants to get knowledge about HIV/AIDS and methods to protect themselves, propagandize widely among the deaf community which are easy to get HIV infection whilst taking not much care of society.

  1. The project contributes to solve the problem thoroughly

It’s clear that the deaf always faces a lot of difficulties in listening, speaking and logical thinking at the same time they do not have much knowledge about HIV/AIDS. Thus, they are group of people that have a high risk of HIV infection especially toward deaf – and – dump girls who are in danger of sexual injury.

  1. The initiatives of the project

The deaf has their own way incommunication; normally they express their thought and transfer information by language of gestures. For this reason, the projects will be implemented by transferring information into gestures so that they can catch up the information clearly and simultaneously , they will have chance to exchange necessary methods to practice learned knowledge about HIV/AIDS.

4. Community’s social and economic conditions

In general deaf people all have miserable life. Due to their limited education and disability of themselves, they do not have opportunities to take part in production activities in business enterprises. They mostly have to fend for their living by doing unskilled jobs. That is the indirect condition to lead them to the danger of HIV.

5. The project will impact directly on: all deaf people in the whole Haiphong city and their children at every age.

6. The project will have major impact on the economic and social respects for those people:

-Protecting people’s health

-Saving time and money

-Feeling secure in working

-Protecting family happiness

Project’s objectives: Disabled. The project will help these people to feel more happy and confident in their lives, to create more opportunities to communicate and learn from each other, and to support to integrateinto social community.

The project will positively influence to the deaf people in Haiphong Club for The Deaf. This is a good opportunity for them to have better awareness of HIV/AIDS, which help them to have proper attitudes to protect themselves and community health.

Broaden ability: After completing the training for deaf propagandist group, they will able to exchange information with other local deaf people. They will become members who are good at propagandizing and guiding others to carry out their own methods that can not be done by the normal people.

III. Implementation plan.

Collecting the list of members who are required to be propagandized (aged between 18 and 40) and making small groups including from 15 to 20 people up to operating location.

  1. Choose collaborative partner to implement:

To associate closely with communication centre of Hai Phong Department of Health or the nearest Health centre to invite instructors and to provide materials.

  1. Beneficiaries and stakeholders:
  1. Beneficiaries of the project are members of club of the deaf. The school and club’s board of management will campaign 100% club members to participate to this project.
  2. Member of beneficiaries participating to the progress of finance seeking and project planning:

-Vu Bach Kim : Club Chairman

-Tran Thu Le: Club Cashier

  1. The participation of beneficiaries in the progress of project implementation:

-To campaign members

-To comprehend basis knowledge and to understand method of operation and propagation.

-To be force of qualified propagandists to continue working.

-To get experience in organizing and to raise reputation toward the community.

  1. Project’s Board of Management:

-Dang Thi Minh : Rector of deaf children training school

-Chu Thi Thu Phuong: Accountant – She will be responsible for document processing with the Treasurer and making accounting report.

-Le Minh Lien: Doctor of the school, is responsible for cooperating to HaiPhongTelecomCenter - Department of Health in the term of professional skills.

-Vu Bach Kim: Head of the club, is responsible for organizing activities with group members

-Doan Minh Lan : Club secretary, is responsible for supervision of study and support of methods

-Tran Thu Le: is responsible for monitoring the project expenditure.

  1. Project ImplementationUnit will maintain the project outcome basing on its achievements on activity scale, activity programs with experienced, enthusiasm propagandists. They will continue consolidating the operation under the patronizationofHaiPhongSchool for the deaf children.

IV. Project Budget: (VND)
