NEW ZEALAND WALKING ACCESS COMMISSION

Position: GIS Analyst (Full time. Fixed Term–6 months)

BACKGROUND

The New Zealand Walking Access Commission (NZWAC) was established by the Walking Access Act 2008. The role of the Commission is to enhance and extend walking access to New Zealand’s great outdoors.

The Walking Access Mapping System (WAMS) was deployed to the public to fulfil its statutory function of:

“compiling, holding, and publishing maps and information about land over which members of the public have walking access”

POSITION SUMMARY

WAMS is an online mapping site whichidentifies land over which the public have walking access. A primary piece of information to help facilitate the Commission’s mappingresponsibility is the Public Access Areas(PAA) layer; this identifies and categorises cadastral parcels which arelegally accessible by the public.

One component of this roleinvolves updating and further improving the accuracy of PAA dataset. This is to ensure that the PAA dataset is the authoritative source for public access information. The other componentinvolves covering for the Mapping Advisor duringextended leave in May and June 2017. This component involves carrying out scheduled updates, generating the Commission’s routine reporting data and graphics, performing quality assurance controls and managing the technical and operational components of WAMS.

This role suits a motivated and agileperson. The position reports to the Mapping Advisor.

KEY RESULT AREAS / HOW WILL THIS BE ACHIEVED
Maintain, analyse and improve Public Access Area data /
  • Analyse geospatial data as required to maintain and improve the quality of the Walking Access Mapping Systems' Public Access data.
  • Update and amend Public Access data as required.
  • Work with datasets managed by central/local government agencies to further refine the quality of the Public Access Area dataset.
  • Address data quality issues received from the public.

Walking Access Mapping System technical support /
  • Provide advice and support to public users of WAMSand answer technical queries.
  • Maintain the operational performanceof online services through ArcServer andArcGIS Online.
  • Support external users of the online web services supplied by NZWAC.

Manage technical issues that arise with the Mapping System /
  • Liaise with WAMSsoftware suppliers to resolve, identify and test issues that arise with:
  • The operation of the Mapping Systems,
  • Server issues,
  • Data issues, and
  • The GIS maintenance tool.

Contribute ideas and provide technical support for improvements to the Mapping System /
  • Monitor and advise on the operation of the Mapping System
  • Assist in regular reviews of the system’s effectiveness and efficiency, and raise recommended improvements and risks with the Mapping Advisor.
  • Contribute to the maintenance and development of the Mapping System.

Provide staff and regional field advisors with advice and support on IT generally /
  • Support Commission staff and field staff with general IT concerns

PERSON SPECIFICATION

Education, skill, general knowledge and experience

  • Graduate level degree relating to the Spatial Sciences.
  • Demonstrated experience with ArcGIS Desktop and data management.
  • Technical knowledge of data manipulation, cartography, spatial analysis.
  • Clear understanding of New Zealand Government data standards, Creative Commons licensing and Open Data.
  • Good judgment and decision-making, organisational and analytical skills.
  • Strong customer service, organisational, communication, problem solving and interpersonal skills.
  • A demonstrated ability to work in a team environment.
  • Excellent time management and aptitude to adapt to dynamic environments.

Useful but not essential

  • Knowledge of python for geoprocessing.
  • Experience of Landonlineand the LINZ Data Service
  • Experience in graphic design software packages such as the adobe creative suite.
  • Web development experience using HTML, CSS, JavaScript.
