Grey market vehicles also known as direct import vehicles (DIVs) are those that were not originally built for use in the United States (US). They do not meet US emission standards or safety standards. The ARB has separate regulatory programs for DIVs that are new (up to 2 years old) and for those that are used (over 2 years old).

The ARB periodically conducts surveillance programs to assess the emissions from the vehicles exhaust and to evaluate I/M (Smog) program. The report is published on completion of the program.

MSD-A/10IN-USE SURVEILLANCE (RFP)/VEHICLE PROCUREMENT CONTRACT -

The Contractor will solicit the private vehicle owners for participation in a test program. The Contractor will deliver the vehicles to the State Laboratory in El Monte for testing.
