HARRISON CITY COUNCIL
July 20, 2015

The regular scheduled meeting of the Harrison City Council was called to order in City Hall at 7:30 p.m. by Mayor Stocking, followed by the Pledge of Allegiance to the Flag.

Members Present: Ashcroft, Cauchi,Kolander, Rowe, Sullivan, Wilson and Mayor Stocking.

Absent: None.

Others Present: Beadle, City Manager & Clerk; Hawkins, City Treasurer; Wheeler-Clay; Finance Clerk; Phelps and Russell, DPW Supt.; Agin, Fire Chief;Deputy Loudenslagerandeightadditional visitors.

A motion was made by Ashcroft and supported by Rowe to approve the addition to the agenda. The motion was adopted unanimously by the members present.

A motion was made by Cauchi and supported by Sullivan to approve the minutes of the July 6, 2015 meeting. The motion was adopted unanimously by the members present.

MAYOR'S REPORT:

The Mayor stated that they presented Lynn and Steve Grim a letter of appreciation for their years of service. He also reminded everyone about the Lumberjack Festival this weekend.

A motion was made by Roweand supported by Kolander to approve the bills as presented. The motion was adopted unanimously by the members present.

VISITORS:

Mr. Tom Prinstill informed everyone about the renewal for a millage for the Clare County Transit on August 4, 2015. Ms. Linda Harris discussed the public accesses on Budd Lake with the Council. Deputy Loudenslager gave an update on activities in the City.

OLD BUSINESS:

SALE OF CITY HALL

A motion was made by Rowe and supported by Wilson to approve the signing of an agreement to sell City Hall to the Harrison Lumber Company. The motion was adopted unanimously by the members present.

REPORTS OF COMMITTEE AND DEPARTMENT HEADS:

DPW Supt. Phelps noted that the DPW was changing the fence to the t-ball diamond so that closer parking could be obtained. A motion was made by Rowe and supported by Kolander to approve the purchase of 2000 feet of pipe for $3,000.00. The motion was adopted unanimously by the members present. Phelps also noted that the lights on the new Welcome to Harrison signs are installed and working well. He also reported that the Tank Hill Water Tower will be down for inspection and while it is down they will be changing a valve. Russell reported that he has been obtaining bids for a new mower. He also reported that the new dance floor for the Street Fair is in. City Manager & Clerk Beadle reported that MMDC’s new president will be here for everyone to meet. She also reported that they are working on data conversion for the cemetery program. A motion was made by Cauchi and supported by Wilson to approve expenditure of $2,500.00 for the cemetery data conversion. The motion was adopted unanimously by the members present. Fire Chief Agin reported that there have been 169 runs year to date.

NEW BUSINESS:

ROAD CLOSURE

A motion was made by Ashcroft and supported by Sullivan to approve the closure of Fairlane during fair week from Westlawn west. The motion was adopted unanimously by the members present.

NEW HOLLAND TRACTOR

A motion was made by Rowe and supported by Cauchi to approve the preauthorization of a used triple mower after a demo with DPW’s approval. The motion was adopted unanimously by the members present.

WAGES FOR TEMPORARY EMPLOYEES

A motion was made by Wilson and supported by Sullivan to approve the change of wages to $8.50 per hour. The motion was adopted unanimously by the members present.

2015 AMENDMENT ELECTIONS FOR PREMIUM CONVERSION PLAN

A motion was made by Rowe and supported by Sullivan to approve the premium conversion plan. The motion was adopted unanimously by the members present.

BUDD LAKE DOCK REPAIR

A motion was made by Rowe and supported by Cauchi to approve the lowering of the dock for $1,500.00. The motion was adopted unanimously by the members present.

HRA PLAN DOCUMENT

A motion was made by Rowe and supported by Sullivan to approve the signing of the HRA Plan document for 2016. The motion was adopted unanimously by the members present.
