Job Classification:Human Resource Specialist

Job Purpose Statement: The Human Resource Specialistprovides support to the Human Resource Department and the Director of Human Resources. This position carries out many job functions independently with minor oversight by the Director of Human Resources. The Human Resource Specialist requires a high level of analytical skills and working knowledge in the area of education regulation. This position is under the supervision of the Director of Human Resourcesand does not supervise other employees.

Essential Job Functions:

  • Post job announcements by approved district methods and procedures for the purpose of providing a sufficient pool of applicants for each available position.
  • Monitor licensure status of all licensed employees, including preparation of Peer forms for license renewals and monitoring of progress toward timely license renewal with TSPC.
  • Administer worker's compensation program for the District by ensuring proper documentation is provided to insurance carrier and act as liaison between employee and carrier to monitor and update status of claims.
  • Administer the Oregon Family Leave Act (OFLA) and Federal Family Medical Leave Act (FMLA) for the District by ensuring accurate documentation is received and maintained by the district and prepares required correspondence with employees qualifying under either or both acts.
  • Provide confidential secretarial service for the Director of Human Resources including telephone and personal reception, correspondence composition and typing, meeting agendas and minutes, filing, handling mail and other associated duties.
  • Prepareand distributereports, contracts and correspondence as required for the purpose of communicating necessary information. Includes annual assignment letters, annual non-renewal letters to temporary staff, Personnel Reports to the Board of Directors
  • Maintain official personnel files and computer database information on all district employees.
  • Process and complete criminal background checks on all school district volunteers, employees and substitutes.
  • Collect and input data into state reporting databases for Oregon Department of Education data collection requirements.
  • Scheduleand conduct intake meetings for applicants for substitute positions in the district, which may include fingerprinting, watching required training videos and processing identification badges.
  • Greet employees and visitors to the office in a pleasant informed manner for the purpose of providing information, processing requests, accepting documentation and creating a positive image of the district.

Other Job Functions:

  • Assist with the functions assigned to the Human Resource Assistantas needed.
  • Provide assistance to the Director of Human Resourcesin other areas as requested.

Job Requirements – Qualifications:

  • Experience Required: At least 3 years of prior job related experience in the area of human resources. Also, prior experience working with the public in an office setting, providing high level of administrative support, information processing and data entry. Extensive knowledge of Microsoft Word, Excel and Outlook.
  • Skills, Knowledge and/or Abilities Required: Skillsto operate standard office equipment including computer applications, telephone systems, copiers, calculator and postage machine.Knowledge of regulations regarding worker's compensation, medical leave acts, BOLI regulations and education licensure. Appropriate English language usage in both written and verbal forms, including use of correct spelling, grammar and punctuation. Working knowledge of Pentamation Reports and ______. Understandingof the ______. Abilitiesto maintain the confidentiality of sensitive and confidential information related to personnel, district financial, collective bargaining and legal matters to work independently and to understand and carry out oral and written instructions. Ability to work independently prioritizing tasks to meet deadlines while maintaining a high degree of accuracy and attention to detail. Significant physical abilities include prolonged sitting/standing; repetitive reaching/handling; occasional lifting, pushing and pulling loads of up to 20 pounds; frequent bending; talking/hearing conversations, near visual acuity/visual accommodation.
  • Education Required: College degree or significant course work in the area of human resources.
  • Licenses, Certifications, Bonding, and/or Testing Required: Criminal Justice Fingerprint Clearance; District pre-employment drug screen clearance; Annual Blood Borne Pathogentraining; Annual Mandatory Child Abuse Reporting training; approval for bonding.
