This document is a practical working document designed to support the sharing of

intelligence between Youth Offending Team and Police

Concerns have been raised by the youth offending team in relation to what intelligence is being passed by the YOT based officer and how the Police are handling the intelligence.

After discussion with Sarah Dawson Operational manager in the YOT an arrangement has been agreed to ensure the intelligence which is passed will not put any young person or Youth Offending Team staff member at risk. This will ensure the intelligence is accurate and actionable if properly handled.

There are 4 main types of intelligence gathered at the YOT by Police.

1)Information or an incident witnessed by Police outside of any group session or supervision appointment, ie young person seen wearing black balaclava rolled up speaking to male 2 on the steps of YOT.

2)Information passed to Police by a YOT worker for the purpose of updating police information systems about an individual, ie young person has just told me he is on drugs and is sleeping at another young persons home and this information is believed to be relevant to his risk of re-offending.

3)Information gathered from YOT workers without their knowledge, ie overheard conversations in relation to young people.

4)Information gathered from direct work sessions with young people, ie young person detailing his actions when he committed crime A.

Item 1 is witnessed by a police officer and can be inputted on GMPICS as direct intelligence graded A11.

Item 2 is information from a source and therefore should be handled differently. If the information which is gathered is passed without the knowledge of the young person a 5x5x5 should be completed to protect the source. If the young person is aware that the information is being shared and there are no other risks involvedparticularly to those sharing then that intelligence can be put on GMPICS with a rating to suit.

Item 3

The police officer based within the YOT may overhear or be partyto conversations between YOT workers which relate to young people and their offending behaviour. This information may have been shared confidentially with that worker within the boundaries of the Local Authority confidentiality agreements. The YOT worker will be taking steps to address the risk of reoffending and if they feel that there is information that would need to be shared with the police they will pass that information as in Item 2.

If the information relates to a specific or direct risk to the community then the police officer must discuss this with an Operational manager and agree whether this takes place.That discussion should be informed by a 5x5x5 intelligence log completed by the police officer both in a sanitized and unsanitized manner. This document will not be placed onto the police intelligence system unless agreement is reached. If an agreement cannot be reached then the Sergeant in the OMU and the Operational manager in the YOT will meet to discuss. If this matter cannot be resolved then the YOT manager and Manager of the Divisional OPU will meet to agree a solution. Until the matter can be resolved the information will not be placed on police intelligence

Item 4

The information discussed within these sessions is confidential and is discussed in the sessions with the intention of working with the young people to prevent further offending. If information is shared within the session that presents a level of direct/specific risk to the community and the police officer feels should be used to inform intelligence, then a discussion must take place between the police officer and an Operational manager in the YOT as to whether that information should be shared. That discussion should be informed by a 5x5x5 intelligence log completed by the police officer both in a sanitized and unsanitized manner. This document will not be placed onto the police intelligence system unless agreement is reached. If an agreement cannot be reached then the Sergeant in the OMU and the Operational manager in the YOT will meet to discuss. If this matter cannot be resolved then the YOT manager and Manager of the Divisional OPU will meet to agree a solution. Until the matter can be resolved the information will not be placed on police intelligence

This process will be implemented immediately to ensure intelligence provided will have provenance and will be risk assessed for all parties involved.
