1) The St Fagans Community Council wrote to all residents of the 311 properties and invited them to indicate their support for this proposal. 104 households (33%) responded by post or email and none of them expressed a wish to become part of a new Michaelston-super-Ely community. Many of the responses were quite vocal in their wish to remain a part of St Fagans. From that it is clear that there is no support for this proposal from the people living in the affected area. The Council considers this should be the over-riding determining factor.
(Please note that this was in addition to the residents affected by proposal CR011.)
2) The history of St Fagans goes back a very long way. There are references to it as far back as the year 104AD. A copy of the St Fagans tithe plan and apportionment dated 1840 is held in the Glamorgan Record Office. A Civil Parish was established in 1894 and Minutes of the Parish Council are held in the Glamorgan Archives from that date. The Council considers that the ancient parish boundaries should be recognised and retained.
3) Many of the properties on Michaelston Road have historical links with St Fagans. These links should not be ignored, but should be treasured as part of our history.
4) A significant proportion of the St Fagans Conservation Area lies within the area south of the railway line. It is considered inappropriate and undesirable to divide the Conservation Area between separate communities.
5) If approved, the residents of this area will lose the benefit of having a community council, as there is no immediate prospect of one being created for Michaelston-super-Ely. This is completely against the new Wales Measure that encourages communities to engage with democracy at the lowest level.
6) This area (including CR011) would take away more than half of the domestic properties from St Fagans Council, reducing its tax base from 1190 to just 454. Without more than doubling the council tax payable by the remaining residents, the income of the Council would be more than halved, effectively making it no longer viable. If it did continue, there would presumably also need to be a reduction in the number of community councillors, hence losing the spirit of community volunteering on which community councils depend.
7) St Fagans Community Council supports the residents in this area with everyday issues and has been instrumental in supporting residents on planning issues, etc. The work of the Council is clearly appreciated and welcomed by the majority of people living there.
8) Part of the affected area falls within the Ecclesiastical Parish of St Fagans. The remainder lies within the Ecclesiastical Parish of Michaelston-super-Ely. However, since the closure of the Church of St Michael, those residents of a religious persuasion attend St Mary's Church in St Fagans Village, hence retaining a close link with the St Fagans community area.
The Community Council considers that all these factors provide strong reasons why proposal CR014 should be rejected, and that the properties identified should remain within the community of St Fagans.
