Meeting called to order by Committee Vice Chair, John Silvestri at 0830 hours.

SECRETARY'S REPORT

OLD BUSINESS

A. Committee Secretary reported that there were no public requests for chemical right-to-know information.
B. Committee Secretary provided the SERC and SERC Training Reports – No SERC meeting this month; EMA Report – staff continuing with the day-to-day, on-going training and planning activities for CERT and CART and for the municipalities of Sabattus and Turner with Sabattus’s Plan at the end of final clean-up review; EMA staff conducted ICS 300 for several Lewiston Police Department command staff personnel; attended Wal-Mart Distribution Center’s ammonia release exercise on September 20; upcoming activities include an exercise with General Electric on October 19; an exercise with the Auburn Intermodal Facility is planned for October 21 and another exercise with DCP Midstream is planned for November with date TBA; both General Electric and Pioneer Plastics are in need of 24-hour Hazmat Ops training – if anyone is doing that training, please advise the EMA office so arrangements can be made for them to join a class
C. Financial Report – funds received since the last meeting: $2,947.90 for Contract Planner Invoice + $ 210.56 for CERT/CART invoices + $56.75 earned interest for August for a total of $3,215.21 - total expenses incurred to date: $463,426.07; unencumbered balance: $29,458.11; encumbered balance: $21,631.90; purchases made since last meeting: none; purchases to recommend: NONE
D. Status of Homeland Security Grants - Where are we now?
HSGP ’10 grant period to open in the next couple of weeks; – only about $6 million available to Maine with approx. $1.28 million available for open competitive applications once State takes its allocation and allocations are made to the five metros (Lew and Aub are two of them); locals will be notified as soon as the applications packages are out
E. COBRA Team status: participated in Wal-Mart ammonia release exercise on September 20; will be participating in a full-scale exercise with the Town of Lisbon on October 16 from 0715 to 1315 hrs and will train with CST on October 22 from 0800 to 1600 hrs; NOTE: Joanne received reply e-mails from Lisbon Police and Fire Chief – the exercise with the Community School for which Homeland Security Funds were approved last year and the Fire Chief promised more info to come
F. COBRA Team is back in business!! Thanks to all for your support and to SERC for reconsidering its initial decision
G. John Silvestri reported on his planning activities since starting at the EMA office – he will be contacting facilities in the very near future to review information on hand and to schedule facility tours

OTHER BUSINESS
A. Ken Allen of DCP Midstream explained that 2 cars of propane delivered to New York did not have the odorant added to it and therefore it sparked several news articles; Ken advised that every delivery they received must be checked for presence of the odorant and there has been no problem to date; all propane leaving the Auburn plant is certified to have the odorant
B. Lewiston-Auburn Water Pollution Control Authority was recently certified by the National Biosolids Partnership Environmental System; they are the first municipal treatment plant in New England to receive this certification – Congratulations to LAWPCA!!
C. KC Putnam briefly reported on last weekend’s CERT Jamboree at Camp Laurel in Readfield – over 130 participants – NOTE: this training is available for business and industry – does not replace your existing in-house fire brigades and hazmat teams but augments your facility’s overall preparedness in the event of an emergency
D. Keith Ouellette of Wal-Mart Distribution Center briefly reported on the success of the recent ammonia release exercise; John Silvestri suggested that a press release on the success of the exercise be written and Chief LeClair offered to work with Keith Ouellette to write up the press release
