Minutes of the meeting held by Potterne Parish Council held on Wednesday, 11th March 2015 in Potterne Village Hall at 7.30pm.
Present: Mr Hoddinott, Mrs Straw, Mr Twiney, Mr Huntley, Mr Molland,Mr Hunt-Grubbe, Mr Burns, Mr Edwards and Mr Smart. Councillor Gamble was also in attendance
103/14/15 / Welcome and Apologies: Mr Hoddinott welcomed members and received apologies from Mr Balls and Mr Chandler. /Action
104/14/15 / Declaration of members Interest: There were no declarations of interest.105/14/15 / Minutes of meeting held on 14th January 2015: These minutes were agreed as a correct record following an amendment to 97/14/15, which should have read Mr Molland reported on the meeting and not attended and were duly signed.
106/14/15 / Matters Arising:
1. / Devizes Area Board: The Clerk reminded Councillors of the Open Floor meeting taking places on 23rd March 2015.
2. / Youth Centre and Community: Mr Huntley reported the Youth Centre Annual General Meeting will take place on 17th March 2015.
3. / Neighbourhood Plan: Mr Hunt-Grubbe
- Adoption of the neighbourhood Plan document presented with all attachments required under the Localism Act: This was formally accepted by the Parish Council, with the agreement that the Steering Group agree to minor changes in wording to give a positive slant.
- Adoption of the addendum describing the aspirations of Potterne residents, which provides additional information: the Parish Council formally accepted this.
4. / Assets of community value: Mr Hoddinott asked Councillor Gamble to ascertain whether there are any restrictions on registering land as an asset of community value that is currently undeveloped open agricultural land. / RG
5. / Wiltshire housing site development plan document – identification of potential housing sites – stakeholder engagement: Mr Hoddinott attended the meeting and reported back that he had concerns about the amount of development suggested for larger villages in the Devizes Community Area.
Our emerging Neighbourhood Plan is suggesting numbers between 20 and 25. Mr Hoddinott could not get a clear undertaking from Officers that although it states in the draft presented at the meeting, Officers would not confirm they would not be looking at sites in neighbourhood plan areas.
Open Session
Mr Hoddinott declared that the meeting was temporarily suspended to allow for an open session for 10 minutes so that the public could place questions to the Council to be discussed at the next meeting if confirmed in writing.1.
/ Footpath to sewage works from Whistley Road: It was reported the trees that came down across fencing have been cleared by Wessex Water and fences repaired.2.
/ Military exercise on Salisbury Plain: After complaints raised by Mr Burns about the noise of the military exercises on Salisbury Plain, it was noted that some Parish Councils adjacent to Salisbury Plain receive a newsletter about any forthcoming military activities and publish it on their websites. The Clerk was asked if Potterne could also be placed on the mailing list. A contact for the newsletter will try to be found.3.
/ Broadband: Cabinet three from the Devizes exchange serves Potterne. Cabinet three is the commercial responsibility of BT itself and is not included in Wiltshire Council’s upgrade programme. For some reason unknown to Wiltshire Council, BT’s project to upgrade Cabinet 3 has been delayed. Councillor Gamble will update the Parish Council when he finds out more.4.
/ Seat at Potterne Wick pump: It was noted this seat has been broken. Mr Hunt-Grubbe will have a look at the seat and report back. / RH-G5.
/ Whistley Pump parking: parking around the pump in Whistley Road is still causing a problem. Mrs Straw will talk to Sarah Hanks of Wiltshire Council to see if anything can be done to deter parking. i,e, bollards etc., / PS6.
/ Annual Parish Meeting: The Clerk asked Councillors whether they wished to consider a speaker for the Annual Parish Meeting. It was agreed not to have a speaker this year.There were no further comments from the public therefore Mr Hoddinott closed the Open Session.

3. / Wiltshire Air Ambulance donation request: Atthe meeting last month the Parish Council were asked to consider an annual donation to the Wiltshire Air Ambulance. After discussion and vote, the majority of Councillors agreed to support the Wiltshire Air Ambulance in 2015/16 it was agreed to consider a donation of £300, but did not agree to an annual donation.

/ Works to High Street and Coxhill Lane: An email from a local resident asked that Wiltshire Council be asked to consider carry out works to Coxhill Lane when works to the High Street are carried out re the subsidence.The entrance to Coxhill Lane, by The Old Bakery is very susceptible to flooding and this is believed to be linked into the High Street problems. Councillor Gamble will contact the appropriate person at Wiltshire Council to advise them of the concern.

112/14/15 / Jubilee Cup nominations: Councillors were reminded nominations for the Jubilee Cup were required for the next meeting. An article in the Parish Magazine will be placed, along with a notice on the notice boards in the village.
