The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

MINUTES
The Minutes of the March 9, 2011 were discussed. The minutes will be amended to include the last name of resident Mike Richards who spoke about the Crossroads ordinances. The Minutes are approved with that correction.
TENANT APPLICATION
A tenant application was approved for Budget Cleaners, a new owner at 425 Forest Road.
SOIL MOVEMENT PERMIT APPLICATION
Memo to Administrative Officer:
“The Environmental Commission reviewed the soil movement permit application for Brian and Amy Lalonde, 27 Riverview Terrace, Block 16.02, Lot 9, E-BD-216-2429, dated 3/21/11 for construction of a single family dwelling.
The tree preservation application state nineteen trees will be removed. We request that there be five replacement trees (not four), oak hickory and maple (native species).”
SITE PLAN REVIEW
Joseph and Jason Sustack, Dkt. 532
Minor subdivision Block 43 Lots 20 & 23, 21 Hines Avenue
Proposed making two lots into three new lots – approved
Brian and Alison Leentjes, Dkt. 533 and 533S, The Castle Fun Center, Bl. 64, Lot 18.
This project is primarily within the Borough of Ramsey. A use variance and site plan have been approved by Ramsey’s Board of Adjustment. Mahwah’s review is limited to the driveway and access from Constantine Drive by way of easement. The property owner is Home Depot USA, Inc.
After review of the plans and tree preservation form, the following comments were made to the Planning Board Administrative Officer.
“Review Accepted – with comments, stated below:
Our Engineer should be assured that all appropriate DEP regulations have been met. We know there is a stream nearby and it should be protected.
We are concerned about the safety of vehicles leaving the site on to Route 17.
We have increased the tree replacement amount to three trees.”

Proposed 96 unit assisted living facility and 6 lot subdivision
Reviewed revised plans for preliminary and final subdivision, variance and site plan application. Plans show 122 trees will be removed. There will be 31 replacement trees.
Comments to Board of Adjustment:
“Review Accepted – with comments:
We still can’t approve the use of Emerald arborvitae, which have a tendency to split. We asked for Green Giant arborvitae in our previous comments. We still want to see that variety used.
We are still not sure that the recommended irrigation system (with rain sensors) is in the plan.”
OTHER ITEMS
Master Plan
Rich Wolf wants to review the updated master plan. Discussed changes in Township’s goals and objectives. He is contacting Kevin Kane of Burgis Associates about the master plan.
Seminars
Rich Wolf is interested in attending a seminar at Pace Energy and Climate Center on June 1, 2011 on financing and promoting energy efficiency in commercial buildings. The cost is $80.00. The expenditure was approved.
There is also an ANJEC seminar on March 30 about state regulations on site plan review.
Energy
The town hall now has energy efficient lighting and sensors. There is interest in solar panels for the town hall and library
The meeting was adjourned at 8:45 p.m. The next meeting of the Environmental Commission will be held on Wednesday, April 13, 2011 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J. John Brotherton advised he will be absent from the meeting on April 13th.
