Objective

This funding aims to ensurepeople who experience acrisis as a result of family violence can access support to address their immediate needs and risks after-hours.

Description of the service

After-hours face-to-face crisis responses provideafter-hours support to people in crisis as a result of family violence. This may include, but is not limited to, emotional support, risk and needs assessment and management, information and referral, provision of material aid, safety planning, and access to emergency accommodation.

Client group

People who require after-hours face-to-face crisis support and assistance as a result of family violence.

The department will continue to monitor service provision and, where necessary, may amend service specifications or funding allocations based on community needs or in response to changes to government policy and priorities.

Monitoring and review

Service Agreement

The Department of Health and Human Services monitors and reviews the organisation’s compliance with the Service Agreement’s requirements set out in the terms and conditions and schedules including the applicable departmental policies. The Service Agreement is used to manage funding provided through the department for services delivered by community service organisations and local government authorities.

The Service Agreement includes two applicable departmental policies:

1) Department of Health and Human Services Policy and Funding Guidelines

2) Service Agreement Information Kit .

The Service Agreement Information Kit provides information on the Service Agreement terms and conditions (chapter 3) and applicable departmental policies (chapter 4). The Service Agreement Information Kit must be read in conjunction with the Department of Health and Human Services Policy and Funding Guidelines.

Human Services Standards

Organisations funded to provide services to clients are required through the Service Agreement to meet the gazetted Department of Health and Human Services Standards (Human Services Standards) and can be monitored in relation to their compliance with these standards.

Organisations funded through this activity are subject to independent review and accreditation requirements under the Human Services Standards, except where exempted by the department.

Monitoring performance

Funding is subject to the delivery of specified targets in performance measures. Where actual annual performance is less than 100 per cent of target performance, the funded organisation should provide the Department of Health and Human Services with a justification for retaining full funding.

Key performance measure 1 – Number of responses

Definition / The number of responses refers to after-hours face-to-face crisis support provided to people as a result of family violence.
Aim/objective / The aim of the performance measure is to monitor the responses (after-hours face-to-face crisis response) provided to people who require support as a result of family violence.
Target / Provided in Service Agreement
Type of count / Cumulative
Counting rule / Count the number of responses relating to after-hours face-to-face crisis support provided as a result of family violence during the reporting period.
Where a response is provided to a family, this should be counted once. For example: if a mother and two children who are in crisis as a result of family violence receive after-hours face-to-face support, this is counted once.
Do not count after-hours support provided via phone only under this activity.

Definition of terms / After-hours is defined as the period outside the traditional business hours of 9am-5pm Monday to Friday. After-hours includes the period between the hours of 5pm and 9am on weekdays, all hours on weekends (between 5pm Friday and 9am Monday) and Victorian public holidays.
An after-hours face-to-face crisis response is defined as face-to-face contact with an individual or familywhere support is provided. This may include, but is not limited to, emotional support, risk and needs assessment and management, information and referral, provision of material aid, safety planning, and access to emergency accommodation.
