Introduction
The Capability Investment Resource (CIR) is a $31.65 million resource that will be distributed over four years (from 2012/13) to support a stronger, adaptable and more sustainable social sector. Like previous distributions, the third distribution includes three streams that focus on organisational capability self-assessment, planning and implementation.
These guidelines relate to the third distribution of the Capability Investment Resource only.
Over time the focus of the Capability Investment Resource will shift toward supporting collective impact and innovative ways of working together. This is recognition that large-scale social development will come from improving cross-sector coordination and sharing a collective vision, rather than isolated interventions from individual organisations.

Stream One - organisational capability self-assessment and organisational capability development plan
Successful applicants will receive a fixed grant to engage a capability mentor from the MSD Capability Mentors Qualified Supplier List. The capability mentor will work alongside them to complete an organisational capability self-assessment and develop an organisational capability development plan.
· Capability Mentors may use the MSD Organisational Capability Self-Assessment Tool or another tool suitable for the organisation. Once you have submitted your application, we will send you a receipt of application email with a unique identification code similar to CIR3-XXXX. Please use this code when submitting any future correspondence relating to your application.

Eligibility
To be eligible for Stream One, the applicant must:
· be currently funded directly by the Ministry of Social Development (MSD) to deliver services
· be a legal entity, e.g. registered charitable trust, incorporated society or registered company.
The applicant must not:
· have received funding from another source to complete an organisational capability self-assessment and/or develop an organisational capability development plan.
Eligibility when applying as part of a collective or collaboration
Applications are encouraged from collectives or collaborations (two or more organisations working together).
If successful, the capability mentor will work alongside the collective or collaboration to complete an organisational capability self-assessment and develop an organisational capability development plan, with a focus on the work they do together.
To be eligible to apply as a collective or collaboration:
· the organisation making the application must meet the eligibility criteria and be actively involved in collaborative activity with the organisations covered by the application
· organisations belonging to Whänau Ora collectives must confirm that the Capability Investment Resource funding will be used for a different purpose than any capability development funding received under Whänau Ora.
General criteria
The applicant needs to:
· demonstrate commitment to completing an organisational capability self-assessment and development plan
Assessment process
Applications to Stream One will be assessed by MSD staff at a national level.
In the event the resource is oversubscribed MSD may also take the following considerations into account:
· the extent to which collaboration, innovation and the development of cross-sectoral learning is evidenced
· the geographic spread of applications
· delivery of services to specific populations or client groups
· the demonstrated need for assistance.
MSD may seek further information from applicants or other agencies in order to assess or confirm details in an application.
Referral to another stream
Applications may be referred to another stream, if necessary. For example, an application made for Stream One may be referred to Stream Two if there is sufficient evidence that a robust organisational capability self-assessment has been undertaken.
Future Capability Investment Resource funding
A successful application to this distribution does not guarantee support from future distributions of the Capability Investment Resource. It is not a guarantee of on-going or new contracting with MSD.
Successful applicants are required to complete an accountability report for the support received before applications to future distributions of the Capability Investment Resource will be considered.

Timeframes
Applications must be received no later than 4pm Friday 28 February 2014 to be considered.
Applicants to Stream One will be notified of the outcome in May.
