The Town of Barnstable Department of Public Works, the Awarding Authority is requesting bids for the SolidWasteSupportBuilding project.
Sealed bids will be received at the Town of Barnstable, SchoolAdministrationBuilding, Attn: Denise Geoffrion, DPW Administration, 4th floor, 230 South Street, Hyannis, MA02601. Bids shall be in a sealed envelope bearing the words “Town of Barnstable Solid Waste Support Building”.
Sealed bids for the sub-trades designated below will be received until 2:00 p.m., November 6, 2008, at which time they shall be publicly opened and read by the Owner.
Sealed bids for the General Contract will be received until 2:00 p.m., November 25, 2008, at which time they shall be publicly opened and read by the Owner.
The work to be performed under this contract includes, but is not limited to, the construction of a new Solid Waste Facility Support Building per Section 01014 “Scope and Sequence of Work” and as shown in the drawings and specification provided.
Work by others includes, but is not limited to, the following:
Water Line Extension, work was performed prior to contract award. Drawings are available by request.
Title 5 Wastewater Disposal System, work was performed prior to contract award. Drawings are available by request.
Security System.
Electric & Communication Conduit and Handholds to Building.
Natural Gas Service to Building.
A pre-bid conference will be held at the project site at 10:00 a.m. on October 23, 2008. It is encouraged that all prospective bidders have a representative in attendance.
The Plans and Specifications included in the Contract Documents detail all labor and materials to be furnished there under. Such Specifications have a separate section for each of the following classes of work, each of which is a sub-trade designated in the appropriate category of the General Bid Form and shall be the matter of Subcontracts made on the basis of sub-bids in accordance with the procedure set forth by Statute and this Invitation For Bid:

Section 16000 Electrical
Each General Bid and each Filed Sub-Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED, TREASURER’S or CASHIER’S CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. No proposal may be withdrawn for 30 days, Saturdays, Sundays, and legal holidays excluded, after opening of bids. The successful General Bidder will be required to furnish in quintuplicate (i.e. five copies) a “Labor and Materials Payments Bond” and a “Performance Bond”, each equal to the full amount of the contract price.
One set of plans and specifications may be obtained without deposit from the Town of Barnstable, Department of Public Works, (fourth floor) at 230 South Street, Hyannis, MA02601 on regular business days between the hours of 8:00 a.m. and 4:00 p.m. beginning October 8, 2008. Such Plans and Specifications, dated –June 6, 2008 are entitled: “Town of Barnstable Solid Waste Support Building”.

the Town of Barnstable reserves the right to waive any formalities; to reject any or all proposals. A proposal which includes, for any item, a bid that is abnormally low or high may be rejected as unbalanced. The right is also reserved to accept any proposal deemed to be best for the Town of Barnstable. In any event, general bids to be deemed acceptable shall comply in each and every way with all applicable Massachusetts General Laws.
General Contractors shall be required to comply with all applicable Massachusetts General Laws, and shall submit a current Certificate of Eligibility and Update Statement through the Massachusetts Division of Capital Asset Management for the category of work, “General Building Construction,” and the dollar amount of this project. OSHA 10 certification is required for all employees working on the job site.
The Town of Barnstable Minority Business Enterprise (MBE) and Women’s Business Enterprise (WBE) policy is applicable to the total dollars paid to the construction contract. The “Fair Share” construction goal for this project is a minimum of 7.4% MBE participation and 4% WBE participation by SOMWBA state-certified MBEs and WBEs. Bidders must meet these participation percentages as part of their proposal and shall submit a “Schedule for Participation by MBE and WBE” with accompanying Letters of Intent by each MBE/WBE subcontractor proposed to be used by the Bidder along with a copy of their certification letter. (CC Form 1 and CC Form 2 provided in bid documents). It is preferred that these documents accompany your bid submittal, however, no later than five (5) working days after the bid opening, the apparent low bidder shall submit these documents to the Purchasing Agent/Contract Compliance Officer. A request for a reduction or waiver of these requirements will not be considered unless the request for reduction or waiver and required supporting documentation is submitted in accordance with the Town’s MBE/WBE Policy (CC Form 5). If a reduction or waiver is granted, an addendum to the invitation for bid shall be issued and forwarded to all holders of the bid documents.
A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B. No requests for payments will be made by the Town until all payroll information necessary for the Town to determine compliance with prevailing wage laws and Affirmative Action/Equal Opportunity requirements for the time period of the request have been submitted.
