ITEM 1- APPROVAL OF MINUTES

  1. September 12, 2016 – Nick Williams said corrections need to be made to item #4 double space before Carolyn and the last sentence in Item #4 should be “has” instead of “have”. Art Konstantinomoved to approve minutes with corrections to Items #4 as mentioned. Lisa Huigens seconded. Motion carried.

ITEM 2- OLD BUSINESS

  1. Ceiling Fans for Pavilion – Chair Schwiebert told the agency he and Mr. Lippmann had spoken at the Peanut Festival about the need for a ceiling fan at the Pavilion. Mr. Lippmann said back in 2014 Adam has received an estimate from Bob Ulhar for a 12ft diameter ceiling fan for $3,800.00. Mr. Lippmann said he will look into several different types of fans and get two separate estimates for the fans and get back with the agency. Mr. Lippmann told the agency he will make sure the fan has a couple of different speeds and he believes one big fan will work instead of getting two small fans. Art Konstantino asked will there be a warranty on the fan. Mr. Lippmann told him they normally come with a one year warranty.

Jonathan Lewis asked will there be motion lights put on the outside of the Pavilion as they had talked about this before. Mr. Lippmann explained the old paperwork he had from 2014 regarding the estimate we had received from Bob Ulhar concerning the LED motion lights and told Jonathan that the price on the LED’S have come down and he will check into the new prices for the lights and bring it back to the agency.

  1. Block 12 Breezeway – Chair Schwiebert wanted to discuss the breezeway on Block 12. He wanted to know how they can proceed in getting Mr. Patrick to sell his 18 inches that he own. Nick Williams wanted to know about the roof situation as well. Mr. Lippmann told him it shouldn’t be that big of a deal, he would call Mr. Patrick and see if he will allow the city to repair the roof with his permission.

Nick Williams also wanted to know without going through legal procedures are we prohibited from using the breezeway. Mr. Lippmann told Nick to let him have a talk with Mr. Patrick and hopefully they can come to an agreement about the breezeway.

Lisa Huigens suggested that someone talk with Mr. Patrick again. Jonathan Lewis told Lisa that they have talked with Mr. Patrick several times and because the agency won’t give him the price he’s asking for, he won’t budge.

Nick Williams told the agency since Mr. Patrick owns the 18 inches of the breezeway it should be his responsibility to repair his portion.

Mr. Lippmann told the agency just to hold on and he will speak with Mr. Patrick concerning the breezeway.

ITEM 3- new business

Item 4- Public CommentBob Schmidt --Bob Schmidt spoke to the agency about getting some help to repair Block 12.

Nick Williams told Mr. Schmidt about the Façade Grant that the CRA has available to property owners inside the CRA district. Nick Williams told Mr. Schmidt that letters were sent to business owners about the Façade Grant along with applications to apply.

Lisa Huigens said something should be given to business owners when they open up a new business to let them know we do have Façade Grants available.

Art Konstantino said a lot of the owners have a lack of vision and the renters don’t have any power in getting the buildings on Block 12 fixed up.

Bob Schmidt said he wants to fix up the Block 12 to make them look beautiful again but need help.

Nick Williams told Bob Schmidt the agency appreciated his thoughts and goals on refurbishing the downtown area but the agency don’t have any money available for the property owners except the Façade Grant.

Mr. Lippmann told the agency the city is working on getting something together where people can come and get grant/money or some type of tax incentive to help fix up their buildings.
