81/14 DECLARATION OF INTERESTS

Cllr Blair-Pilling declared an interest in the Motor Garage and hence discussion regarding the use of the Village Green at Item 83/14.

82/14 VERIFY LAST MINUTES

It was RESOLVED that the minutes of the Parish Council meeting held on 15th May 2014 be accepted as true and correct.

83/14 OUTSTANDING ITEMS RAISED FROM LAST MEETING

The Clerk has raised an invoice to Wiltshire Council for the flooding claim expenditure that was incurred and is awaiting a response from the accountant on the progress of the claim.

The Clerk has obtained clarification from Wiltshire Council that having checked their records there is not any parcel of land within the parish of Netheravon which is registered as a village green or common land. It was agreed by the Council that a six month trial can commence for the garage to use the area to place their pickup truck on. This would be in exchange for keeping the grass cut and maintaining the plant tubs and surrounding area. It was emphasised that the green belongs to the Parish and can be used at any time for future village events.

The trees in the cemetery have been pruned and tidied up.

The Clerk has spoken to the resident regarding the grass cutting in the cemetery.

Regarding the overgrown verges in the village, these have now been cut down.

The Millennium Park gates are still due to be adjusted the Clerk to ensure this is done.

84/14 POLICE REPORT

The Chairman reported that PCSO Maria Downham had received an award for her outstanding work in the community which had been recommended in the Collingbourne and Ducis area. The honour was presented by the Chief Constable.

The Police representative gave their report for the period 16 May to 19 June in Netheravon which was two criminal damages, two road traffic collisions, a concern for safety and a theft of a motor vehicle. It was questioned whether the temporary lights and the speed on the A345 were to blame for the traffic collisions. It was decided that if possible could speed reactors be put up, similar to those in Durrington. The Police representative is provide the Council with some information of the requirements needed in order to set up a Neighbour Community Speed team.

85/14 MILITARY MATTERS

86/14 WILTSHIRE COUNCILLOR REPORT

Cllr Howard reported that there will be two interesting World War 1 events at Tidworth during July. The first is on Wednesday 9th July at the Tidworth Garrison Theatre when there will be a series of lectures by military historians entitled ‘World War 1 - The Opening Shots’. The first of five lectures will start at 9.30 am, and they will continue throughout the day until 4.30 pm. The second is on Wednesday 30th July at 10.00 am when there will be a WW1 Commemoration Event at Tidworth Military Cemetery, organised by Wiltshire Council and the Army to mark and commemorate the sacrifice made by 10,000 soldiers from Wiltshire during the First World War. Each fallen soldier will be represented by a named cross to be produced by Wiltshire schoolchildren and placed on a wall of remembrance which will be the focus of this special event.

Cllr Howard gave a brief insight into The Social Care Act 2014 which Wiltshire Council has now taken over responsibility from the NHS. New regulations about adult social care come into force on 1st April 2015. The rules are complex, but a very brief summary is as follows:

·  The threshold at which a person qualifies for Council care will increase from assets of £25,000 to assets of £118,000. This means that many more adults will qualify for social care than now.

·  Unpaid carers will receive more support than at present, with provision for cover by Council carers to provide respite cover.

In terms of what this will mean for Wiltshire Council, the following background information is of interest:

·  At present, 40% of the Council’s budget is spent on care for 42,000 people. The number of carers is about the same, and high proportions are paid employees of the Council.

·  The Council has to spend £35,000 per annum per person for residential care. The cost of care at home is £7,800 per annum.

The additional cost to the Council from April next year is estimated to be in the region of £35 million which will have to be found from Council Taxpayers. That is going to be a big challenge.

87/14 BMX TRACK

The Chairman reported on the BMX changes that had been made by the users and the recent meeting at the location between the riders of the track and some members of the Council. He stated that the track had been built to strict constraints and is inspected annually and that the Parish Council are potentially liable for any accidents or misuse if they do not manage it in a responsible manner. To take this matter forward it was agreed that the users of the track would work with the Council to develop and implement a management plan that will include the necessary work to bring the track to a safe standard with separate track for beginners and manage the subsequent use and maintenance of the track. As a start the Council would arrange for an early inspection by ROSPA. A delegate from the BMX track was elected and he showed his plan of changes to the Council of the BMX track which could incorporate some junior plastic jumps. Two representatives from the Council; Cllr Mitchell and Cllr Hayward would work together with the BMX riders to ensure that the remedial and managerial work is done. It was agreed by the Council that a budget of no more than £300 would be used for any material used to make the improvements and alterations.

The Chairman thanked all the users of the track and the parents attending the meeting for the positive and encouraged response in resolving this matter.

Village Enhancement & Cemetery.

Correspondence was received from Nick Bancroft regarding a walkthrough of Netheravon on 20th June to identify suitable tasks for Netheravon Community Day which takes place 2 July. It was agreed that Cllr Covil would speak to Nick regarding some issues.

91/14 REPORT FROM CLERK

The youth service has delivered an afternoon of activities for the young people in all the parishes within the Tidworth community Area during the summer holidays. This year the day for Netheravon will be Tuesday 5th August from 2.30 to 4.30 pm, posters will be displayed around the village nearer the date. Cllr Beecher to be copied in on any correspondence.

The WW1 Commemorations details will be displayed in the Notice Board in the village High Street
